Would be good if people would actually use this system for that, moving fleets and not for moving cargo.
Put a cargo cap on it so that the number of jump drives (and therefore battleships) needed to move a large amount of cargo is less profitable -- or nearly impossible to get. Say a single battleship can jump a combined total of 5000 units of hold, not including itself.
You get a really interesting NP-complete problem here: What's the most firepower you can jump with a single battleship?
EDIT: A hypothetical Liberty Dreadnought jumping in a fleet with these constraints could jump in one LABC, two siege cruisers, four gunboats, four Upholders, and six of any combination of Guardians and Avengers.
