Granted a Sanction can hurt more than it can help, but if the person is a repeat offender, then yes report him.
If he stops you and demands money, and says he is in the process of rep fixing, and has the approiate ID fine, RP according to the ID, but if one week or so later he still has the same tag, I would report him.
When someone does something that warrants a sanction, talk to them about it.
If they don't seem to give a damn, don't respond, or it has happened before, THAT'S when you should report them.

In my honest opinion, you should fix your tag (at least, to a certain degree) before beginning to pirate/police/whatever. The least, get a non-tag, the best, get your in-RP tag. The no-no in my opinion, begin whatever activity your character has in mind before fixing your reputation. At least, that's the guideline i follow.

Sometimes tags appear on people that they dont have. ID takes precedence.
While i agree that people shouldn't sanction people the minute they spot someone with a Tad/Id mismatch, they should instantly go off and fix there id. If they continued to pirate the person who informed them of the Tag/Id mismatch then id say they should get sanctioned.
