I think there is no point in making a different docking point only for the sake of illegal commodities. The cardamine/artifact/etc dealers are on the ground anyways. It's up to you to find them after you landed. And it's up to the police to arrest them. It's all happening on the ground which is not part of the game (sadly).
I bet you must be thinking 'Hey I visit the Manhattan Commodity trader, the same old faithful lad that's been there for ages, selling food, working in a public hall selling doughnuts to policemen... but wait! There he sells Artifacts! OMG!'
In case of games like this you have to use your imagination a bit. Especially in case of an RP server. He must have hidden those items good. Or better yet he just 'knows a guy' who will buy/sell them. Or you abandon him and go visit a street dealer. It' up to you to imagine. No need to increase game complexity.
On the other hand the 'smuggler bouy' should have the same IFF as ordinary ring/mooring point. Otherwise you would see Liberty Rogues dock on Manhattan. So again - I think there is no point.
I have to admit I've been thinking of it as well. First it seems nice. But I thought twice and found out:
Adding a different docking point is just an unneeded formality. (With ground combat planets like Leeds as an exception)
Cardi may be down but that doesnt mean that smuggling illegally will be taken out of the game. So much RP is based on that.
I think they will just add more commodities to suit the Rp and strengthen it.
As for the docking rings i like the idea. Gives freighters a purpose and actually useful to carry stuff.
