It matches the refresh rate of your own screen. Actually, I was referring to the refresh rate setting of the screen, not the frame rate. Your frame rate limiting advice is helpful, anyway.

Every display has a list of supported resolution and refresh rate combinations. Take my 3D LCD, for example. At 1920x1080 it supports refresh rates of 50, 59, 60 (technically the same as 59 due to rounding methods), 100, 110, and 120. How does the game choose which rate to use?

For those who didn't know, what V-Sync does is delay all screen redraws until the monitor starts a new vertical sweep. This ensures that the image does not change mid-sweep, causing visual tearing distortions. This has the side effect of limiting the frame rate to no more than the refresh rate of the display.

It's official, I have too few ships now...

The House Systems for Gallia need to be revised. Lyonnais is listed as House space while Berry is not, but Lyonnais is now on the border with Kusari and Berry is more interior to Gallia than Lyonnais is. Either switch them out (probably best) or add Berry to the list.

I know it's not about the new rules, but I have been wondering about it for a long period of time:

I know a rule, when Player A kills Player B, Player B cannot return to the same system (except for a few situations).
But what happens when both players have killed each other?
