Planet Houston has been changed from a bounty hunter IFF to something else, i think it's general liberty population but i may be wrong. It's infocard clearly states that it is the place where the Bounty Hunters Guild originated from and where it has the biggest presence. It was also the BHG base in Liberty, now we don't have one as opposed to the other houses.

The only thing that still indicates that it is a bounty hunter base is the existence of missions there. I would like to see at least a sellpoint for the light fighter, Sea Serpent and/or Piranha. Also some BHG npcs.

I have made some role play about the guild returning to Houston and reestablishing out primary base there:

To the Republic of Liberty Officials, from Moshu, BHG Guildmaster

We can make an event too, if you think that is necessary, but i consider we don't need to do anything more, Houston is the biggest base of the bounty hunter in lore since vanilla. I understand that with the war things changed in Texas but now the war is gone.

So please make it clear in game that Houston has a large BHG base.

Waaaaaaaaaaaat.

BHG have a strong presence, but it is a Liberty planet. Always been LPI IFF, and that actually makes a bit more sense than usual given they do kind of own the place with all the working criminal places they have on the surface.

As interesting as it could be, I doubt it is really in the best interest of anyone to turn over the administration of the docking controls over to the BHG. The war with Rheinland has slowed, but it is not over in the slightest. And Texas is mostly a prison system anyways, and the LPI has an even bigger presence than the BHG on the planet, but the BHG are likely headquartered there because it is a prison system and Liberty loves their prison factories. More prisoners for them with the BHG around.

While Rheinland is largely on the defensive, Liberty is focusing more on Gallia so they will probably recover and... well maybe not strike back in a huge military attack but maybe just waltz over to Texas and let all the prisoners escape from the prison stations and cause chaos. That would be interesting, and it would also mess up their factories and cause chaos with minimal damage to Rheinland forces. I would hate to have the BHG running the place when that mess goes down... but it offers them some nice job chances I would imagine. Alas, speculation.

BHG have a base on the planet. Their base is not the planet itself.

I am not sure why you thought Planet Houston had a BHG IFF - this was never the case.

There was a sig here, once.

I was wrong about the IFF, i just checked vanilla. The rest still remains.

It hasn't. I mean ship sellpoints, NPCs, patrolls, commodities, stuff like that.

There are BHG NPCs around there. Selling BHG gear on an LPI base is not going to happen, since the rep requirement won't be on BHG, but on LPI reputation. Texas has never sold BHG gear to my knowledge, and it doesn't make sense to start. No changes to do here.
