and remove Generic Pirate ID and keep FL ID which has better regulations.

My problem with switching to "IFF" based recognizance instead of "ID" based recognizance is that the IFFs in this game can get really screwed up. I've seen Rogues with Rheinland Military IFFs, Hogosha with Molly, and the list goes on and on. That's why identifying based on the ID item was nice, it didn't change.

Should not be a problem anymore since IFF is now forced to ID with positive rephack (except for generic factions)
