Why is trading something illegal so difficult to profit off of? The top trade price of stuff like Synthetic Marijuana and Cardamine is a joke. I enjoy trading these things despite that, because it's fun to dodge around the law enforcement players. But it could be so much better if you could actually make a nice pay off of these things, it makes sense in an RP sense too.
There have been suggestions and conversations about buffing Contraband /Smuggling prices for awhile now. I personally think it should be more than mining, but that's ultimately up to the devs/admins.
In another thread, someone kind of danced around the idea that not many people smuggled anymore. This is partly why. The amount of time one has to invest in a single run from a lower price to a higher one is pretty long, and the pay off not exceptional. If there is no real market for illegal stuff, there is no incentive to have a black market.

Sometimes smuggling is more about the journey rather than the profit margin completely. For instance, hauling Human Organs from Ecommoy in Maine to Planet Hamburg to tend to the Rheinland war casualties, having to fly across a hostile Gallia and Kusari, it's quite a rush if you're willing to spend some time flying. I believe a buff of illicit goods price/profit would bring about a sort of smuggling renaissance.
