There are three types of cloaks basically: small, medium and large.

Here's a link to the wiki page for Cloaking Devices.

The wiki is outdated, but I'm fairly certain that cloaks have remained unchanged. So you have to look at the type of ship you want to use with the cloak, mainly how big its cargo hold is. When you get it, you mount it on your CM (countermeasures) slot.

The command to turn it on or off is /cloak

Also as you can see on the page, cloaks require fuel in your cargo hold to operate, and will burn up fuel as you use it. They have a charge up time before activating, which uses fuel as well. Different fuels have different efficiency.

What kind of ship are you flying?

If you bought a cloak from any nomad base, which I guess is the case here,it doesnt need fuel.Light cloaks for fighters.

The cloaks which can be bought in-game can only be used by Nomad or Wilde ships. Standard human cloaks are still not available for purchase.

Since you've bought it on the Shrine it's a nomad cloak, which only works with Nomad/Khara/Wilde/Aoi ID and requires a Nomad Power Cell to operate.

Actually, there are two different types.

The Nomad cloak only requires you to have a Nomad/K'Hara/Morph ID.
The Wilde use a cloak that requires a power cell.

The human cloaks use human fuel.

And since it's bought on the shrine, it is a nomad cloak, so you need a nomad / K'Hara / morph ID to operate it.
