It's the opposite. A ship that turns at 40 deg/s is faster than one that is turning at 30 deg/s. Unless I misunderstood your question.

Ship that has turn rate of 30 deg/s would make a complete rotation in 12 seconds.
However, that's true only in case of purely horizontal or vertical turning. If you are turning diagonally, the horizontal and vertical rates are combining according to the Pythagoras theorem.
So a ship that has horizontal and vertical turn rate of 30 deg/s can actually turn diagonally at 42.42 deg/s.
