I have found a problem recently, while designing my own faction.
We have a faction that is hostile against IDF, lawful Gallic faction, but is neutral towards both Kusari lawfuls and Kusari unlawfuls.
Kusari Exiles ID is out of question, since it's hostile to all Kusari. But with Freelancer ID we are forbidden to attack lawfuls every time. I think I've found a workaround to it:
The Bounty Contracts.
What about the continous bounty for a player faction aimed towards IDF faction, but only valid in the Kyushu System?
your best bet would probably be OC Bounty Boards if I am not mistaken they target all Gallic Corps if not they should, other wise, Bretonia Boards should have all Gallics on it as well, The Boards you will want to look at are:
Bretonian Lawful
Gallic Unlawful
Outcast
Colonial
Liberty
just a handful of the possible boards they may get you what you want to get
