Buffing transports further is an extremely NO from me. Cruiser shield? Cruiser\GB weapons? You're serious? Well, then, let's leave 500 cargo space on that one, okay? I guess you won't like that since having a transport with cruiser armor, weapon and shielding and with some ~4k cargo space is the end goal.
Just give it better weapons and slow it down to battleship levels.
Liners ARE mobile bases. They don't need the speed because they're not in a hurry to get anywhere. They need the firepower and armor so that they aren't threatened too easily while floating in space. Slow down liners, and ppl won't use them as battle-transports.
And yes, smaller factions could do well with using Liners as capital ships.
Buffing liners for the sake of logic is not absurd. I agree that they should be slow moving mobile bases. But they don't need armour, they have lots of windows, that doesn't add up. Instead having a big shield to protect all those people is better. This is assuming of course that they only carry people. Curios and Jinx are right, buffing liners without restricting them to only carry human cargo will make them overpowered. But this community doesn't like restrictions, so you can't have logical behaviour for ships, trade routes or pvp balance. So you get what you deserve.

I remember someone (possibly you) bringing this up in a previous discussion about liners. This is exactly the opposite of the truth. Liners (that are under attack) ARE in a hurry to get somewhere, the nearest base, just like any other transport.
The way combat works, there is no safety in just armor and firepower - that's why caps are always the first to die in group fights, while fighters last the longest. No amount of firepower and armor will save a transport that simply sits still from a determined pirate, nor should it.
Liners are transports, their purpose is to get passengers to a destination safely. Their ability to do so has been curtailed massively by their thrust speed nerf. Transport weaponry is perfectly adequate for its purpose, to get damage in when a pirate gets too close. The main defenses of a liner are its massive hull, which will hopefully allow it to reach the next base.
Personally I think they should get their thrust speed upped to regular transport level again, the weapons are alright but even if they were changed, it wouldn't make that much of a difference (unless they're buffed to preposterous levels).
What about a new liner - basically a modified Enterprise but with 2800 cargo, battleship speed, a few cruiser slots and a slightly buffed hull? Surely a small organization could and would afford that, right?
Disco-liners are if anything closer to ocean liners than airliners - it may be in a hurry to get somewhere but that doesn't mean it has the speed to do it.
If you want Disco airliners then the ship you're thinking of are passenger freighters.

If a ship is meant to be in hurry if needed, it is designed to be able to be in hurry if needed. And that already means it has the speed to do it.
