Now it comes that you, command authority for entire Hessian movement, are to decide on which side you are on.

It appears that herr Varane thought that Order vessels were sided with Corsairs, it's well-known that you were allies in the past. Herr Olafsson was simply trying to defend one of our pilots, you know that there's no time in battle to find out, who's right and who's wrong.
You must understand, that we can't punish our pilots, because your evidence shows nothing, except for their presence. Oberkommando hopes that no Order pilot suffered from this incident and assures you that we're not seeking hostility towards your group, only cooperation.
This defunct and broken agreement with Corsairs ceased to exist three years ago. In Overwatch opinion, this time should be enough for you to notice given we had remained in rather friendly contact over these years. Is it trully the case that Red Hessians Armee recruits are not taught basics of their own diplomacy? It would be tiresome and time consuming for us to tutorial every single Hessian recruit, lieutenant and other people that "The Order is not your enemy".
I fail to see a reason behind protecting your fellow secondaries from their own mishaps if you are unable and unwilling to take responsibility for these events afterwards. This exchange would have went in much friendlier atmosphere if it would not be for this display of incompetence. If your command refuses to do anything in this direction, one would assume you at least have decency to inform us about such state of affairs.
This strain on The Order - Red Hessian relations is painful to The Order Overwatch. For years we were willing to extend hand to Hessians, even while still bounded by alliance with those butchers currently in charge of Omicron Gamma. As I say, I am lowering threat level set on your organisation in aftermatch of Theta incident. Let it not go to waste.
It's good to hear that Hessian-Order relations come back to stable ones.
Still, if you want us to further investigate the matter and punish guilty ones, you should answer one question: "Why should we beilive you and not our pilots?"
Be assure, that all Red Hessian Army pilots were instructed not to attack Order vessels unless provoked. If you'll be attacked by secondary fleet pilot - gather logs and guncam shots, he will spend next 10 years in planet Tangier's mines.
