No way will JM ever top that. I have no idea how the Congress amass such activity, and I don't think JM will ever be able to rival it. I'm surprised our activity is still going strong, considering we currently lack the ability to scrap mine on our ID.
I1 might be wrong, but I think I might have the answer for that question, as I found ( this only happened once ) a .:j:. ship floating in puerto rico for at least 2 hours ... how do I know ? Cause I've made 2 premium scrap runs ( with minning ) and kept sending him pms about if my char could get into PR without having to divecruise the moment I can to escape the platforms .. cause it a'int always working.

High activity is not necessarily good activity. Just because one faction is more active than another certainly doesn't mean it's better.
A faction's activity level does not determine the quality of that faction overall, especially not when activity is gained through things like idling off the plane or in a guard system, or by silently powertrading.
(No please God don't think I'm accusing the .:j:. of this, this thread isn't about them, but my point still stands)

Combine that with reduced activity (Read: fewer targets) across the server, not to mention the general PvP(Death)ophobia, and you've got a faction that struggles to get any activity.
Faction leaders are responsible for their activity - if a leader is unwilling to call a cause or create a demand for his followers, theres no earthly reason why anyone would log-on. There seems to be a game at work around here, its as if people are waiting for someone else to take the first step - I don't know what the leaders have in mind, but instead of talking about endless talks and brag about all the different reasons for lack of activity, wouldn't it be great to spend that time and go to places where it is likely to spawn activity? I don't know about you, but If I had a faction such as ( my all time example ) The Order, I would not hesitate to visit iota - because I know people DO log when that happens. So you could say, that I blame the leaders for sitting idle. I also do realize that their members might have RL issues or something to that extent, but 3 guys is more than enough to bring those nomnoms from their ravine caves. That's my opinion, you may disagree.
I think that factions should be more relaxed. That they should be more focused on fun, than fanatic RP.
I see people acting like RP is the most sacred thing in the world too often. I think that factions should firstly think of something fun and then find a way to RP it, instead of other way round. In fact, RP should be fun itself. If it is not, find something else to do. I think that people should remember that RP serves them, so they can have fun. They don't serve RP. Well, at least they aren't supposed to...
For example, if you find too many players of your faction using another faction's 90% powerplant ships, don't go and hunt them all down, but find a way to make it legitimate. Official factions should be there as the core of the NPC factions, supporting the indies, instead of waging war with them.
I also think that factions should have a more relaxed stance towards ganking. It is fun to command a disadvantageous fleet (it gives you a challenge and you feel great if you win, but don't have a reason to feel bad if you lose). Not always and not when it's 10 on 1, of course. One day one side ganks the other, the other day it is the opposite. Fleets getting separated to fight in multiple 1 on 1-s is getting boring. Doesn't have the feeling of a real battle, you can get the same in conn. If the 1st side always ganks the 2nd, I think that some of 1's members should make alternative chars in 2.
Additionally, I believe that factions shouldn't be too proud of themselves. Nothing lasts eternally.
And, a bit less related with this, I would like if the non-aggression pact between the Hessians and Bretonia was cancelled. I'd really like to be a space Viking, raiding space Britain, or to defend space Britain from space Viking raids. Another reason is that the RHA and the BAF both aren't factions almost fully made up of vets and are roughly equal.

On a more serious note: Factions are actually fairly well run, with some few exceptions. As someone else mentioned, rather than complaining about an individual faction why not get in there and prove that you are right? It's not hard to get 2ic if you prove your worth. Even before then, just being in the faction gives you at least a little pull.
It's also worth mentioning if you -really- can't stand any faction, you could try to start your own. At the very least you'll have a fun bunch of your friends who fly with you.
