Docking while interaction

When I am talking to someone from the position of authority, are they allowed to dock to any base? And I don't mean counting as PvP death, because when you don't get the blue message, it is not as satisfactioning. I'd like to ask if this is actually sanctionable.

Yes they are. if you happen to be playing the faction who owns the station though then you can talk to the official faction to see about getting an FR5 on that person if they dock after you have told them not to.

Right, if you are playing an ID that is factional controller of the base, and you RP telling the base to lock out that ship and they dock anyway, I have seen warnings and even minor sanctions handed out over it.
Outside of that specific dynamic, no, it's not sanctionable.
Especially if, in roleplay terms, you would have no control over docking rights at that base
