Waran and Rogues

Whenever I equip a Liberty Rogues ID on my Waran, upon launch I get the incompatible tech message along with the usual power plant reduction. However, in game it states that the Waran is used by everyone, and the tech chart says that Rogues may use it as it is counts as a Sirius-Wide civilian ship, which the Rogues can use.

I could just be reading the chart wrong; please help.

i would assume, that rogues having main access to the pirate line would be why rogues would get 90% on the waran.
