If you want to RP undercover RM agent, you probably should not use even gunboat, it´s like secret agent running the streets in big armoured military humvee. Not much stealthy
Or at least use civilian gunboat. In Rheinland one that would not be much undercover

Playing an intel agent and undercover agent are two different things. I would say that playing an undercover agent is limited by the ID you are carrying ( as you cant be an undercover agent for the BDM with a MND or RM id, you need some other ID). Now an intel agent is what you want. RM GB and you are fine.
If I understand properly you want to play an under cover RM agent flying a RM capital ship?
Tell me if I am wrong, but only Rheinland governmental forces can fly RM capital ships. Therefore, as soon as someone sees you in space, he would recognize you as belonging to the Rheinland government which is not coherent with a RM under cover status. I guess you should fly a civilian ship in order to hide your true identity and pretend you are a freelancer or something like that. However, I am not about the right ID to use.

Actually you can play undercover agent with BDM ID, I tried few times and sometimes it was lot of fun. Of course not when you meet lawful player who just shout "Rheinlander! Engaging!" and shoot, but if other side is willing to RP, it can be very interesting when he ooRPly knows but needs to prove it inRP that this guy sitting in civilian ship with Freelancer IFF and english sounding name who says "This must be mistake, officer, I´m tourist from Bretonia, I have nothing to do with Rheinland. And it is funny what you say, because did you ever see any agent, who shows everybody openly his papers? That is nonsense, right?" is enemy spy. Some even let me go continue flying in Liberty
As far as I know, there isn't really much trade between the Hessians and the Outcasts to speak of, though I might be wrong - but being able to intercept Outcast/Hessian transports outside of Rheinland ZoI would require you to be able to attack outside of Rheinland + Border systems. The ID options you can use aren't exactly plentiful but aren't very limited either:
FL ID - with bounties and proper background RP can let you hunt whatever you want, provided that you have the proper bounties (which shouldn't be difficult to get against the Hessians, but might be tricky with Outcasts) with whatever ship (gunboat sized and under) you want. Technerfs are a bummer though.
Pirate ID lets you shoot almost whatever you want, but you'll be limited to gunboats and under, and your basing options will be limited - but with background RP, you can fashion yourself into something like an undercover agent, or a Rheinland privateer. Technerfs will still be a bummer.
BHG ID lets you shoot at almost any unlawful, provided that you have a bounty contract with Rheinland (which shouldn't be difficult to get against the Hessians, but might be tricky with Outcasts). Technerfs won't be so bad, and BHG has a pretty nice shipline (though their gunboats are now subpar, if you're insistent on using caps).
MND ID is basically the ID that you probably want (and I'm not just saying that because I have a vested interest in having more people play with the MND ID). MND regularly conducts operations like what you describe, in Liberty and the Omicrons, but there's a bit of a problem with complications with diplomacy - for instance, we've got a lot of ins and outs with understandings, grudges, deals, and stuff of the like with factions like the Junkers, LR, and Order, which might be daunting to learn at first. But MND ID allows for using gunboats against any house enemies anywhere, with no technerf - which would make things considerably easier than with the other ID's.
