Restart BPA char has LPI Affiliation (IFF)

Hi there,

not sure if I shall post it here or in the bugreport section.

Just created a new BPA (Bretonia Police Authority) char with the restart command "/restart brpolice" and had to notice that it has a BPA ID, spawned in New London - as it should - but has an Affiliation (IFF) that says LPI (Liberty Police Inc.)

Also Systems Salisbury and Dundee are not mapped yet and the BPA Guard faction doesn't show up either.

Sure I can solve that issue by using the droprep command, but that of course shouldn't be neccessary, so I assume it's a bug.

Edit:

Droprep doesn't work - still got the LPI IFF.
