I know that I'm one of the last people you would ever figure to reach out to you as we didn't get off on the right foot but I request your audience. I also apologize for not knowing your current rank for a proper address.
Recently, I left the Temporary Autonomous Zoners to go out on my own, to follow my passions of practicing medicine and providing humanitarian aid all over Sirius. I also won't deny that the direction the current leadership of that organization is not a direction that I liked so I cleared all of my assets from Baffin. I do know that they angered you and hope that you don't hold that against me. Perhaps with some time we can patch things up as I began trying to do some time back with General Lucie LeBlanc.
In visits of old in Gallia, I was in awe of the many things I saw. The people, the culture and the beauty. I have long wanted to spread my wings and operate a Med Force clinic there but whenever I would make some forward progress, someone would ruin it by some means. On my own now, I would like to try again.
Med Force Enterprises is entirely funded by my own trading, as I never charge for my work. I have had some recent medical people show an interest in working with me to include a member of a Gallic Corporation. For now, I will keep him nameless as this is my own inquiry.
Perhaps we could discuss my operating a Med Force facility in Gallic space, a Gallic cruiser, staffed with Gallic personnel and flying the Med Force Enterprises flag. I have little to offer at this point asides making some of the goods that I trade to fund my operation brought into Gallia.
I do hope you will give this some consideration and do give my regards to General LeBlanc.

Your transmission comes as a surprise to me - if a pleasant one. The Temporary Autonomous Zoners' leadership's demonstration of disrespect for Gallic law tarnished not only the organization's own reputation, but yours as well, doctor. Thus, it is good to hear that you have cut your ties with them. Our talks will most certainly be more productive, now that you needn't explain the thoughtless actions of others.
I see no reason for the Royal Navy to deny you access to the - truly magnificent - house we seek to protect. Our dispute is only with the Temporary Autonomous Zoners. The measures put in place against them no longer extend to you, with your recent departure from their ranks.
I have presented your request - to operate a medically retrofitted cruiser-class vessel within Gallic space - to my superiors. They are prepared to accommodate your request under your proposed conditions - with one addition: the vessel is to be lightly armed. Armaments as heavy as our Light Trebuchets or Glaives, or the often-utilized Cerberus-class turrets, are off-limits. I trust that you are willing to comply with these demands, for a civilian vessel has little use for anti-capital weaponry.
Note that we concluded that your mention of a Gallic cruiser did not refer to an Obstinate-class. While I do not expect you to be intent on providing our enemies with military intelligence, we cannot risk our technology - which has always been leaps ahead of our Sirian competition - falling into the wrong hands.
Once you have recruited your Gallic crew and have acquired - or re-allocated - a suitable craft, supply me with the vessel's callsign and further identification codes on this frequency. I will then make the necessary arrangements for a full inspection by our Navy. Upon successfully passing through this inspection, you will be granted clearance to cross our borders.

I know very little about Gallic technology and have little of your system in my charts. What I have are quite old and bought so they're probably not accurate. I would like to send my shuttle craft out or better yet, my own transport so that I can chart routes in which I can finance things. Perhaps then I can learn of the ship in question.
If it helps, my two cruisers are armed with Zoner turrets with an order for defensive fire only. I have no idea how these relate to trebuchets or glaives. I have a couple of engineers that could assist I suppose. Also, I don't intend for the ship that I set up in Gallic space to leave it. I will need some permissions though.
-Contraband: What is labeled as contraband is often cargo we carry for either medicinal use (synthetic marijuana) or even caradamine that we carry for research purposes and of course, human organs for transplants. These are just a few.
-Orkney: I might need to venture into Orkney space for that occasional rendezvous with another Med Force ship. It's how we allow crews to rotate for shore leave, family visits and so forth.
-A Gallic Home: A planet side office perhaps. Where I'm not sure yet. Suggestions are welcome. Keep in mind I encourage staff to stay healthy, fit and active so outdoorsy stuff will be highly valued.

This communiqué may come as something of a surprise to you. However, you must understand that, while Commandant Cornett may - allegedly - be a capable Lynx pilot, his administrational skills leave much to be wanted.
Were I to leave this matter to him, you would be far more likely to die of old age than to receive a response to your latest transmission. As such, I am sure that you will find that conversing with me, instead of him, is far more productive.
*Lebeau snorts exceptionally loudly, causing his microphone to produce crackling sounds as it fails to capture the sheer volume of the noise.*
In addition, an individual firmly situated among the middle command ranks of the Navy is hardly capable of offering a foreigner like you, monsieur Holliday, permission to freely travel within Gallia.
Fortunately, I am capable of granting you access to our House. I must note, however, that not all your wishes can be met. For one, we will under no circumstance allow any outside party to carry any quantity of Cardamine. I truly do not see why you cannot research that foul substance outside Gallia's borders. And even that I would advise against.
Of course, you are hereby authorized to carry human organs and even highly limited quantities of synthetic marijuana aboard your company's vessels. Logically, any attempt to abuse these privileges for your own benefit will be punished severely.
I see no reason to restrict your access to the Orkney system, nor do I see good reason to deny you permission to purchase property planetside within Gallia. Provided your company acts entirely within the Laws of the Kingdom, you will be allowed all luxuries that come with operating in our House.
Of course, you will have to acquire the necessary funds to purchase such property yourself. I cannot imagine that you would think otherwise.

I am pleased that you will allow me access to Gallia. I thank you for this and give my word that I will follow all Gallic Laws. I understand the no cardamine issue. I have a lab elsewhere that I can do my studies on it. Someday I may be able to give more insight to my research of that foul stuff.
I will seek, at some point, a planet side office within Gallia. My knowledge of your system is limited so any recommendations for a good place to set up shop would be appreciated. I prefer a rural area not too far from a city. It gives me a place to get away from it all yet I'm not too far from patients.
Also, I have a member of the IDF who desires to work with me. This will lessen my needs for ships. As I asked before, let me know what the Crown may need for goods as my own trade ship is how I fund operations.

I presume you are not surprised that all Official Naval Communications are monitored and potentially sensitive information passed up the chain.
With this in mind I must apologise to yourself and remind Général Lebeau that he is guilty of exactly the same actions as he reprimands Commandant Cornet for, i.e. speaking for the Kingdom. It is likely that further action may occur for the overstepping of the mark, however that now lies with the military apparatus.
Whilst it is true that the navy is the right hand of the King, the Kingdom is a little wider in its outlook and it is only in certain situations that the navy speak for our full diplomatic policy.
That said both of the answers provided are well thought out and a credit to our well trained military personnel. The combined message from the General and Commandant are an accurate reflection of the situation and Gallia welcomes your endeavours. This warm welcome will be extended as long as the previous respondents guidelines are followed. Behaviour contrary to our laws will not only harm your reputation, an admirable reputation may I add, but it will also result in punitive actions.
So in essence Gallia welcomes you and your fleet and wish you well in your enterprise. Regarding you final point, the citizens of Gallia and Gallic Corporations can choose to use their assets as they wish. If these actions do not harm Gallia then they can do whatever they see fit to aid your efforts.

I thank you for your kind response. While I've been meeting with various patients in my travels of late, I will make my way towards Gallic space as time allows. I will spend some time there getting some finances in order and finding a suitable location to have a planet side office. As to a Med Force ship, that is on the drawing board.
As per Monsieur Cornett, he suggested a cruiser class vessel to convert into a mobile hospital. I may just build a new Zoner Corvo class cruiser to commission as it's an easy ship to convert since I already have two.
Do let me know of any further restrictions or concerns.
