Rishiri, for some reason, is in Exiles' zone of influence. Not like anyone would care since that system is pretty much dead.
Rishiri isn't really dead, it's just a very small "pass through" system to Nagano where the important stuff happens, so you don't see people sticking around in it much, but it definitely has traffic.
