I imagine the first part is certainly possible. I know I've run into Republican convoys with my Samura transport, so I imagine the same would hold true with Bowex. Just hasn't happened to me by chance.
As to the second part, I'm not sure Samura would do that directly. We have the Farmers' Alliance to do our dirty work, after all.

Yeah, but Bowex doesn't operate in Kusari, and the FA is Kusari-bound isn't it?
One other possibility would be a Bowex convoy in NB sends it's escorts away to ambush a Samura convoy in Sigma 13, so that it would look like a pirate attack. Simultaneously, or as a revenge attack to the Sigma 13 raid, there could be an attack on the Bowex convoy in Omega 7 so it looked like a Corsair raid.
