the military ID is probably intended for non-npc-affiliated factions which wish to form their own private military.
For example, say I wanted to start a faction called "The Borderworlds Militia". This faction would use military-grade hardware, probably from liberty due to them having a lot of surplus, but maybe from any of the houses, and their primary purpose would be policing the independent worlds between liberty and the other houses - systems like galileo, kepler, magellan, bering, hudson, etc. They could probably use zoner tags since zoners are highly prevalent in those areas, but military ID's give the faction members the ability to attack pirates at will, while the zoner ID must remain nuetral.
Ash, I like your style. You've realized the true theat the coalition presents to the alliance... Put in an application, or we'll catch and eat you. Seriously, catch and eat. We'll even find some cannibals, to make it more realistic.
Back on topic, I have seen the mil ID used in paramilitaries, for military groups that are composed of one or more houses, and for something else I can't remember. It's an alright concept, but doesn't see much use in the correct situation, most people who use it want to be police with an unlimited ZoI.

I and all the T2B are using the generic Military ID cause we target someone for having cardamine/being dangerous for civilians or ourselves, but not for the bounties.
Our tag is also a BHG guard tag. It gives us some freedom with our movements and is clearly hostile to all potential targets.
Unless there is a "Artificial Intelligence ID", the generic Military ID is the best we found.
