If he is gaming at 1080p, then maybe.

Well then a 750Ti will be more than enough for your needs.
You can get them cheap as crap now that the 950 is out.

how about a used AMD Radeon R7950 3GB or a brand new GTX 950 2 GB , which will be better

Always make sure your card is compatible with your motherboard. I learned that the hard way.
