Regular zoners, yeah. I agree very much with that. That's not to say all zoners are powerless, but regular zoners definitely are.

The matter about zoners and the no fire zone is in fact quite strange. The zoners don't have a war machinery and are to be seen as civilians. If faction XY decides to kill zoners, they decide to kill civilians. Means they also can kill freelancers. Zoners are just connected through a way of life or personal preferences and each freeport or zoner base is a body on its own. If a zoner decides to defend a freeport he does it on his own, simple as it. If a player group, even the official factions, decide to defend a freeport, they do it on its own as well. Means there is not or should be any relation to the NPC faction or the freeport itself.

tl;dr NFZ violating players and/or factions should just hunt the players and/or the factions who defend the NFZ.
