This is an official notice from the Gallic Royal Navy concerning your modular installation within the Crown-controlled territory of Tau-44.

Firstly, you have cause to thank the King's forces for the fact that it yet stands. An attack by terrorist elements - with no less than three capital class vessels involved in the assault - was thwarted by a Royal Navy taskforce comprising the RNS Belliqueux and RNS La Rochelle and a small escort wing. As such, were it not for the Crown's intervention in this matter, your base would already be a smoking wreck.

However, this does not excuse your installation from undergoing the proper legal procedures. Under accordance with the Gallic Royal Charter, section 6.1, your modular installation shall yet be subject to immediate termination, as no attempt to notify the Crown of your intent regarding its construction was made prior to the installation's setup.

This channel shall be left open for a potential appeal against this decision, since the apparent hostility of anti-Gallic forces towards your assets has given us pause for concern. Therefore, a grace period lasting until 12:00 SMT, April 05 739 A.G.S. will be provided for you to draft and submit a formal explanation, such that a less punitive legal avenue may be pursued to resolve this situation in the eyes of the Crown.

If the Royal Navy garners no reply by the time stated herein, proceedings to dismantle your installation will begin within 12 hours of the deadline's expiry. At that point, we suggest you begin evacuation procedures immediately while sending us emergency hails, should you still wish to salvage something from this debacle.

Greetings to you. My name is Arturr. I am currently in a tight position and I do apologize for any damages to both relations or equipment that may have occurred. I am currently occupying a minor position in IMG, but have accrued a small following amongst my business dealings with the Zoners and IMG and several other individuals mainly focused on the hard work of mining and transporting materials throughout Sirius. I honestly was hoping to avoid giving out too many details about our plans until we have panned out the specifics of everything, but i can tell that due to recent developments that exposing our intentions is unavoidable if we are to maintain the mission statement that I and my allies have set out to accomplish.
I would like to thank you for saving our base during the altercation with Colonial forces. Again I have been trying to deal with many things and I am definately new to a leadership roll. I do appreciate the grace period you have also allowed us to discuss these important matters with you.
Our intentions are as follows with Valhalla base:
-To establish a non-military or direct house affiliated stop over for the important mining operations in the Border World systems.
-To establish a dedicated Zoner Mining Faction.
-To help stabilize relations in any way possible to increase the survivability of those living in the Border World Systems, while remaining a non-military asset to all in the area.

Like I said this is a very rough idea of what we have planned. Any suggestions or demands will be taken into account immediately, as we realize we are in your debt. We would like to stay out of any conflicts, and is the primary reason for starting this base and our petition, which is in the works, but not yet submitted, for our Zoner Mining Faction.
I understand that is vague at best right now, and i am hoping within the next couple of days to have a final draft of my proposal which will be officially submitted to any parties that may be concerned in the establishment of this faction or base. To be honest with you, everyone I am currently dealing with that will be joining this faction, are doing it mainly because we are not fighters. We are trying to find a peaceful way to continue making our living the only way we know how. We are miners at heart and have a true passion for exploration, shiny rocks, and peace.
Truly we are grateful for your intervention, but at the same time we were hoping to avoid picking sides. I do realize that the Colonials may have forced our hand, but we would like not to burn any bridges or put ourselves into a war. Like I said, any suggestions or demands will be taken seriously as we are in your debt, but we would appreciate any leniency with your demands in regards to us remaining a non-military entity.

Due to the sensitivity of the situation and escalating tensions that have unintentionally arose because of the ongoing conflict, I will personally be handling all correspondence with any/all involved or concerned parties. Again I would like to thank you for your patience and we will be in touch with specifics within 3 days. Any demands or suggestions will be taken into account and will be addressed in our final proposal.

Monsieur Arturr,

Your prompt response reflects well on both you and your organisation. However, failure to adhere to our laws has led to a bad start to our potential agreement. Nevertheless, the Crown has authorised me to conduct negotiations on its behalf, in the hopes of resolving this conflict in a way that benefits all parties.

I suggest you familiarise yourself and all your employees with the Gallic Royal Charter as soon as possible; however, since you requested the specific violation to be pinpointed for you, it is as follows:

Gallic Royal Charter Wrote:Section 6 - Base Construction
6.1 All bases constructed without prior permission from the Office of His Majesty are subject to immediate termination. Permission for base construction can be requested here.

Now that you are aware of the breach you have committed regarding our Kingdom's laws, it is time to work towards restitution and total compliance with our regulations in future. The summary of your intentions will merit further discussion, but by and large the following terms will be required of you:
  • • Ships of the Gallic Royal Navy's primary fleet (GRN|) must be allowed docking access at your installation at all times.
  • • No parties considered hostile to the Kingdom or its interests must be allowed docking access to your installation at any time, as outlined in the Gallic Royal Charter.
  • • A fine of 50.000.000 Sirian credits or Gallic francs, to be paid to GRN|Banque as soon as possible.
  • • A monthly upkeep fee will no doubt be required, but that is a matter for discussion once the legality of this installation is no longer in question.
In return, upon your installation's acquisition of legal base status within the Kingdom's territories, both your station and your employees will enjoy the full protection of the Crown's forces - the same protection that you have already been afforded, by the grace of His Majesty. Your desire to avoid becoming politically attached to one entity in particular is noted, and rest assured that the Royal Navy is always ready to lend support and security to all entities considered legal within our borders, regardless of affiliation. Oaths of fealty to the King are not necessary, I assure you.

We trust that you will find these terms acceptable. Needless to say, any further flouting of Gallic laws will not be looked on favourably, and may permanently affect any attempt at solving this issue in a positive manner.

Thanks for these efficient correspondence.

I have been under threat from the Colonials and as we have stated to them, paying any one party involved in this conflict would be supporting the war machine of their enemies. That being said, we recognize that we currently owe the lives of our families and what we have built to the crown. We would find it preferable if we granted docking rights as we have done as requested by the Colonials, and have demanded of them that they abide by traditional Zoner laws and not use Valhalla as a shelter but as a neutral stopover for any party. If necessary we will unquestioningly agree to the demands of the crown, but i feel that it may lead to guaranteed loss of life on our part. We are dangerously within attack range of one of their mobile bases and I am honestly worried that if we agree to either parties terms we will be only signing our own death-warrants from the other.

P.S. We would find it agreeable to restrict both conflicting parties from landing and paying the requested fees to both, or something like that if it is also agreeable to you. We could also do as requested by the Crown if they can guarantee protection. If we could pay a reduced fee we will provide our own protection, as we would need additional funding for an unforseen and unwanted military, that would also be something. Just to spit ball a few. We would like however we can though to stay neutral if at all possible. We are about as pacifist as manageable these days, so if you or your staff is able to come up with an idea where that is possible with stipulations we would be always for that. We truly are grateful. My station crew has made it a point that they witnessed Crown forces intervening. That has been a security nightmare for me. In all of this Colonel I must be able to ensure my peoples safety. The following permits will be issued to those who apply and are approved by the proper Gallic officials. Individuals may apply for them in this channel.

Gallic Restricted Exports Permit: Trade and export of restricted goods in section 2.2 of the Gallic Royal Charter.
Cost: 100,000,000 Gallic Francs for corporation permits.

If we purchase the corporation permit and God willing we get the sanction for our own Zoner Mining and Transport (ZMT|), would the Crown be willing to allow us keep the base? We would be willing to also pay a monthly tax of 40,000,000, granting that we could use certain Zoner warships and the Crowns generous military for defense. I would like to note that our Zoner colony ship will be inbound in the next few days and it will have the rest of our lead council-members. We would like for a three day grace period to allow me to submit our petition for official sanction to identify our group, and for final revisions on our official proposal to the Crown as well. As we have received no response from the colonials(CR|) , and the last one we had was very aggressive, I am naturally inclined toward the Crown. I pray these terms are agreeable. I graciously await your response.

Monsieur Arturr,

It does not surprise me that the Colonial terrorists have been unhelpful, aggressive, and, frankly barbaric in their dealings with you. They are inimical to all the good folk of our Kingdom and those who would abide by our rules, and some part of them still believes they have a claim to the remote Tau-44 system despite their total rejection of all attempts at diplomatic outreach.

Unfortunately, no concessions can be made regarding any potential harbouring of personnel and/or equipment hostile to the Crown and its interests, regardless of your intention in allowing elements such as these to dock at your installation. I am told that while the government recognises the delicacy of maintaining such as yours, it is likely that you are ill-informed as to the instability of the region you have chosen to build in. Tau-44 is a troubled system, in short; while our grip is as strong as ever, dissident activity is more prevalent here than in any other Tau. Despite that, regular patrols from Minato and Sulawesi ensure that they are never able to operate for long - a fact we have recently demonstrated. Therefore, while we do not intend to use docking rights at your station for any purpose other than routine inspections and in the most dire of emergencies, should such prove necessary, we must insist on their provision, as well as the adherence to all other conditions laid out in the previous communiqué.

As previously stated, the Crown is willing to issue a guarantee of total protection for your installation providing compliance with our regulations is met. Furthermore, I have been informed that the Gallic Government is also willing to allow the temporary operation of station defense craft up to and including cruiser-class vessels within the Tau-44 system, provided the following stipulations are observed at all times:
  • • The exact designations of all capital-class defense craft are clearly and unambigiously provided to the Royal Navy before entering our space.
  • • Station defense craft comply with any and all orders and directives that may be laid down by Royal Navy pilots.
  • • Station defense craft remain at their moorings at all times when the installation is not under immediate or impending threat.
  • • Station defense craft may operate only within a 10 kilometer radius of the installation itself, except for the purposes of transiting directly into or out of the system via the Tau-23 jump anomaly.
The issue of the mentioned 'colony ship' will also be a delicate matter, and is not suitable for discussion at this time. Suffice to say, however, that a vessel of such size may encounter severe bureaucratic hurdles attempting to traverse Gallic space legally. It may be more advisable for your command staff to disembark prior to entering our borders and transiting the rest of the way via smaller, more conventional craft.

The rest of your proposal, however - regarding the payment of monthly base upkeep and application for a trade permit - is a discussion for another time, monsieur. As I have said previously, the issue at hand is the glaring one - and once the safety and legality of your installation has been assured, the Crown will undoubtedly be willing to work further with such a cooperative group of individuals. As such, I would suggest that your immediate actions should be to forward the fine outlined in the previous transmission and to reconfigure the docking computers aboard Valhalla in accordance with our transponders, and to notify us once this has been done.

Rest assured that as previously, even in this interim period, your base still rests in a state of limbo as regards its legality, and no terrorist or dissident elements will be permitted to enforce their unjust and undue demands within Gallic space.

Our docking computers have been reprogrammed to work with your transponder ID's. We will also be adjusting our computers so that they no longer allow docking rights to anyone that may be an enemy to the, Crown.

We have been able to confirm the veracity of your docking computer configuration for some time now - however, we can find no evidence of any effort to comply with the remaining terms and conditions that must be met in order to maintain your installation. The three day grace period requested in a previous transmission has all but been and gone, and we feel compelled to remind you of the following:
