Greetings, Navy commanders, admirals, and other assorted higher-ups who might be receiving this message. I do wish I could contact you under better circumstances, but this is, unfortunately, an urgent matter. I am Albrecht Stellmacher, captain of the Orbital Spa & Cruise liner Bali, recently commissioned under secondary contract, having rolled out of Baltimore Shipyard only last week. Her maiden voyage was today.

As we entered New York via the Texas gate - with thousands of passengers onboard, to say nothing of our crew members - a Navy pilot bearing Battlegroup Harmony's colors and a misconfigured IFF demanded we halt our vessel, and promptly began a torrent of insanely wild and implausible accusations directed against myself and my chief communications officer, ranging from implications that we were foreign spies and saboteurs to the extraordinary charge that our passengers and crew, including myself, were all alien infectees!

After we had been subject to these absurd verbal assaults, the pilot - who was in a bombercraft of some sort, I'm not exactly familiar with military hardware - claimed that Navy high command had given him a direct order to destroy our civilian vessel and ensure the deaths of all onboard, and proceeded to attempt to make good on that assertion. Thankfully, what my staff in the scanner room informs me was essentially an impromptu Naval task force responded to our distress call and chased this maniacal renegade off.

Currently we are moored at Baltimore Shipyard and undergoing repairs. While I and all members of my crew - save the two who are currently undergoing emergency medical examination at our vessel's onboard medical facilities - are fully prepared to submit to any sort of in-person interviews, interrogations, or screenings, our passengers have been dropped off at their destination - as they were most eager to leave - and, in keeping with company policy, their identities shall not be revealed without a legitimate court order or a direct request from the Liberty Security Force.

Furthermore, I'm tentatively fielding a request for compensation from the government for these inhumane acts committed at the hands of this Naval officer, which resulted in extreme emotional distress for all onboard our ship, subjected Orbital assets to significant risk, and medical bills of the Bali's two gunnery staff who sustained head injuries as a result of repeated antimatter impacts. Once again, I cannot reiterate enough how eager I am to hear an official explanation, and, hopefully, apology for this incident, assuming that our vessel isn't actually filled with secret alien spies and slated for immediate, extralegal demolition.

Captain Callaghan, First Fleet, at your service. I apologize for the lack of an appropriate response as quickly as possible, but excuses aren't what your people need right now.

We're currently undergoing a large-scale investigation into the cause of the attack on your vessel. It appears that a recently re-activated squadron or element may have misinterpreted their orders, although how they can take a simple patrol order and use it to hunt down OS&C liners - well, son, your guess is as good as mine. Once we figure out why these knuckleheads think it's a bright idea to go roughing up passenger craft while acting as the Defenders of Peace - well, it'll be taken care of, you have my word on that one. I can assure you, we haven't given any craft within the First Fleet orders to conduct anything other than the basic contraband scans on civilian vessels, and although I can't directly speak for the other Fleets, I'm sure you'll find that the protocol is almost identical. We tend to run a tight ship over here, Captain, and it's very unfortunate that you've managed to find one of the few leaks.

Nevertheless, you've got a beat-up liner, wounded crewmembers, and thousands of scared and panicky passengers to handle, and I don't particularly wish to make this any harder for you. If you would be so kind, Mr. Stellmacher, as to field a full claim-for-liability to our office in a reply on this communications frequency, including any particulars - medical bills, repair quotes, that sort of deal - the Navy will be more than happy to cover it. No need to send in any additional proof showing the blast marks or anything silly like that, either, Captain - Baltimore Shipyard's already forwarded us your ship logs, and our own Avery Reeves was there to assist your vessel as it came under illegitimate fire, as your audio logs show. Just send us what you want covered, and we'll try and ease the pain from here.

While I can't imagine how unclear those orders must have been for the pilot to interpret them as he did, I suppose it isn't my place to inquire too deeply into such matters. Thank you for being more understanding than I've heard your counterparts in Rheinland usually are with these matters. I've had my accounting office run the numbers; they will be in an attachment to this transmission. I do sincerely hope this never happens again.

In one month and a day's time, I have finally heard something regarding the status of this inquiry. One Jason Hirlerman of the First Fleet – who, I must admit, was quite helpful in pursuit of some pirates, and generous enough to directly compensate me from his own pocket for the loss of credits they had incurred – informed my communications officer that the naval unit which attacked the Bali is part of a squadron which is known to be compromised by the alien menace.

Now, as a civilian, and one who lacks Libertonian citizenship at that, I do not expect to be informed of the results of, most-likely classified, naval investigations. I can only have faith that the appropriate measures will be taken, whatever those may be. However, I do appreciate the candor with which this officer acted, not only in pursuit of his duties, but of justice as he saw it. Regardless, it does bring to mind the rather unfortunate matter of compensation — compensation which I was informed would be paid.

While thanking the Navy for its assistance so far, might I further inquire as to the status of the aforementioned liability claim? A copy of the relevant form has been attached to this transmission in the hopes of potentially expediting the process.

I again bid you good day, Naval personnel. I assume, in good faith, that the delay in receipt of compensation for the actions of your renegade agent Iota-5 is due to excess fondness for paperwork. I do so love paperwork – as a boy, I always wished to spend my days filling out paperwork, such as forms explaining to corporate bureaucrats why the accounts associated with the luxury transport vessel under my charge bear a seven-million-credit deficit – which is exactly why I entered the exciting field of premium recreational transit, which, these days, mostly seems to consist of sending repetitive communiques to military officials.

However, I must request that, for the time being, you set aside your love for paperwork and cultivate a love for compensating civilians who are the victims of the very unfortunate misinterpretation of orders which occurred on April 30th of 823 AS. I do believe I have been exceedingly patient in this matter, and it would be terrifically unfortunate for all of us if my patience were to suddenly run out just as I was taking a stroll past a lawyer's office.
