Havok techcomp

Hello.

I'm having problems with my Havok Mk. II. It is listed as a civilian bomber, but whenever I try to fly it with a pirate ID, the power core is reduced to 90%. I have standard equipment on it; the only special thing on the ship is the sexy blackmarket engine, which doesn't affect anything. Does anyone know what's going on here?

It's Liberty Civilian iirc. All Libertonian (and maybe Bretonian) factions can have it on 100%, but Freelancer and Pirate ID have it on 90%.
