Greetings.

I'm sure that you're aware of the reason why I'm contacting you. An LSF agent found your ship, a Mastodon, carrying Business Delegates, and then caught you running to dock on a lawful base. This is a clear violation of Liberty Law, which states the following under Section IV, Non-Violent Crimes:

Improper passenger conditions.

This is defined as the crowding of people into a ship not designed for such tasks. The carrying of more than 650 passengers, VIPs, delegates, or any other classification of people in any ship not listed here is to be considered unlawful. Officers may demand that said people be dropped off at the nearest station or transferred to their own vessel as well as demand a fine.

Liners and Yachts (minus the "Pilgrim" liner which is deemed improper for Human Cargo) and Armored Transports are exempt from the passenger limit regulations as they are designed to carry human cargo.

As such, I am obligated to fine you 15,000,000 credits for this infraction, payable to LPI-Rikers within 72 hours. Evidence is attached below for your convenience.
