Guten Tag, Sehr geehrte members of the government of the Kingdom of Bretonia. My name is Leopold Richter and I am minister of justice of the Bundesrepublik Rheinland.

I contact you today to discuss proposal related to topic of prisons and mainly prisoners. Prisoners of Bretonian and Rheinland origin condemned to imprisonment in our two houses to be precise.

Let me explain briefly what troubles we would like to solve hier in Rheinland. We have - and I am quite sure it is quite same in the the Kingdom of Bretonia - in our prisons not only our own citizens, but also some citizens of your house which committed various crimes in the Rheinland and were condemn to imprisonment. But this brings complications due to language barrier and different culture, religion or eating habits.

For example, Bretonians imprisoned in Rheinland very often demands to have cup of Bretonian tea with biscuits at least once per week, if not every day. And if they don´t get it, they much more tend to not cooperate or even to incite violence. This stretches budget of prisons, either because need of purchasing these special meals, or need for reinforced guards which have to solve disobedience of individuals or even groups of prisoners. We tried to replace your biscuits with strudels and Bretonian tea with tea of Rheinland origin, but it didn´t help at all for some reason.

Now imagine we have also quite some prisoners from Kusari and Liberty hier...

We could of course just use...tools how to keep prisoners in order, but positively motivated prisoners, which are rewarded by some tea and biscuits for good behaviour, can be usually handled much easier. But then we have issues with budgets. Not only because of special supplies, but also becase we have to keep enough translators ready in case talk with foreign prisoner or even interrogation are needed. And there are even more complications I will not bother you with.

Anyway, due to mentioned troubles, I would like to inquire about possibility of agreement with the Kingdom of Bretonia called simply Prisoners Repatriation Program. The core of it is to exchange prisoners which committed less serious crimes, so they will serve their sentence in their house of origin. Bretonian prisoners chosen by us would be transported in escorted prison ship by RFP| primary division to agreed prisons, stations or planets in Bretonia, and Rheinland prisoners chosen by you would be transported from Bretonia to Rheinland on the way back. Of course, their sentences will stay unchanged, they will just serve them in their "home prison", so to say. These transports will not be frequent, I presume once per month or even less.

We believe this may bring savings in budgets for both sides and simplifying the everyday operation of prisons.

I think there is no need to continue with more details, those can be arranged if you confirm interest in this proposal. I hope you will, I see benefits for both sides from this agreement.

Mr. Leopold Richter, Minister for Justice,

The Right Honourable Lord Alexander West, Lord Chancellor for the Kingdom of Bretonia, has reviewed your proposition, and has asked me to forward a number of queries. This will allow him to make a more informed decision.

First, he wishes to know why prisoners, criminals, law-breakers, are being treated like it's some kind of luxury resort. Prison is supposed to be a punishment is it not? Perhaps they can earn the tea and biscuits they so desperately desire through in facility activities.

Secondly, he wishes to know your thoughts on what you would propose for criminal elements that are not criminals within the eyes of Bretonian law. As we both know, the laws of our esteemed houses differ on various points. What if a prisoner is jailed on a charge that simply does not exist in Bretonia? That would be wrongful imprisonment, and we would be forced to let him go. Something I'm sure you do not wish for.

Thirdly, we would like to ask about the operational procedures. It is clear to us that your Federal Police, and our Police Authority have enacted work placements and transfer opportunities in the past. We would like if this could be built upon, allowing combined police operations, with Bretonian prisoner transports, and perhaps Bretonian Police Authority escorts, working alongside the Rheinland Federal Police officers in both houses, if only for this endeavour.
