Captain ZooM here of the >SEI<[intell] core, it has come to my attention that there was an issue on the day past with and operative of mine attempting to leave liberty space, words where thrown around many of witch i would like to clear up here and now, first and foremost of these are the apparent kill on sight orders that have been issued,
by one of your own pilots words, he/she was given orders to kill the >SEI< on sight but instead chose to escort my operative into the hudson system, and further more then proceeding to tell my operative that there is now a full kill on sight order for all >SEI< inside liberty space, i understand we have had one issue in the past where your pilots asked an operative to leave the New York system and he was willing to comply and about to do so when your pilots decide that was not enough and that they wanted to arrest him for "questioning".... witch of course he refused as is the law of our faction never to be taken alive by potential hostile parties of any faction or house, this of course resulted in the maiming of his ship,

With this being the only negative of our past relations witch there has many, i ask you commander for what reason has a kill on sight order been issued not only the [intell] core but >SEI< in its entirety.
