I've always felt that there was a slight missed opportunity with factions such as the LSF or MND when it comes to unlawfuls.

"Cannot ally with unlawful factions."

Not that I'm saying that any of the limitations are bad, of course. These factions are still lawful, so they can't just go "rogue", and ally with the outlaws.

What I'm trying to stab at here are the concepts of secrecy and espionage. I'm thinking of a rule which, under the right circumstances (Your House is at war with another House), would allow Intelligence factions, as I'm calling them, to ally with the unlawfuls of the opposing House to make their purpose of sabotage/reconnaissance/spying much more practical.

For example, Liberty is at war with Rheinland.

Imagine if LSF agents could go directly into Rheinland space and ally with unlawfuls such as the Red Hessians to get a better link towards their enemies.

I'd like to know what people think of a rule like this. Post what could be added or removed from this, or if it should be implemented at all.

Marine Nachrichten Dienst is the Rheinland covert operations service, who specialise in spying and sabotage outside of Rheinland space.
Pilot carrying this quasi-lawful ID is a member of the Marinenachrichtendienst (MND), the Rheinland Military intelligence agency, who :
Can demand contraband and levy fines within their Zone of Influence, and attack if ships refuse to comply.
Can attack ships which are in violation of Rheinland laws or belong to a house or organisation considered hostile by Rheinland within their Zone of Influence.
Can defend allied or neutral lawful ships and bases within their Zone of Influence.
Can attack ships which belong to a house or organisation considered hostile by Rheinland outside their Zone of Influence. Can demand transports which belong to a house or organisation considered hostile by Rheinland to drop all cargo and attack if they refuse to comply.
Can ally with unlawful factions.
Cannot participate in unlawful actions except as described above.
Cannot use any transports with more than 4,300 cargo.
While using cruisers, can only attack in self-defense when outside their Zone of Influence.
Zone of Influence: Rheinland, systems directly bordering Rheinland
Allowed ships: Fighters, Freighters, Transports, Gunboats, Cruisers

Can engage and destroy any ships within Alaska, the Zone-21 Minefield, or the Ellesmere system that do not belong to either the LSF or Liberty Navy.

You may be thinking of just the police and Naval forces of the Houses. We cannot ally with unlawfuls(although a giant LN-Gallic Brigard attack on Gallia thing would be cool)
