BS licence comes with BS?

Even though the BS licence comes with the BS, it still add's 250Mil to the cost listed in the readme. So for the Osiris you need 715mil plus the cost of gun's,and armour if you are getting any. Plus even if you have a BS licence already? you still need to have the full price of BS,plus licence as your old licence is worth 75Mil only.
