Alright, so this has crossed my mind a bit, and the recent update of an attack declaration pushed the ball down the hill.
Is it legitimate to add more attacking factions after the attack declaration has already been initiation?
For example, the attack in question (it should be obvious which one I am talking about because it fits this subject), it was first Outcasts, Rogues, and Generic Pirates. However, there were threads asking for help from other factions (i.e. the Lane Hackers who weren't included in the original attack declaration) and replies to those threads regarding assistance (i.e. Huggie talking about speaking with the K'Hara.) Would it be considered fine if the attackers added more factions to the attacker's side, even if the additional factions are -.9 to the poster? On top of that, would it need/be a whole new declaration?
If I don't make sense, a badly formed example:
LibNavy decide to attack a Wild base. The Navy calls for the Junkers to help (because they know the area better.)
The LNavy declares the attack thread and the required time of 24 hours passes. After the attacks can start, the Junkers want to call for an ally yo assist them in the attack. The Navy, not knowing who these assistants are, agree because why not. The Junkers summon, however, Auxesia (for those who don't know somehow, very wanted in Liberty and -.9)
Does the LNavy require another attack, or can they not use Auxesia's assistance as they are two hostile factions?
This should be obvious but I want community feedback.
tl;dr Is it allowed to add factions (even hostile to your ID) after the attack begins and it will count as the same attack?
You're right. I keep my disappointment for that move for myself. The essence behind that message is the same though: It's bullshiet and shouldn't be done. Do your own RP if you want your faction to destroy a PoB and don't just base it on three lines.
@"Sombra Hookier" The current attack is just an example of it. This can serve as a prerequisite for future attacks as well. Try to keep sharpened sticks out of this.
I will ask to have the thread locked if it gets out of hand. That goes for all but Epo because his NPCs are mean by code.
Now that's better. Let's see if we can bring in more victims viewpoints on the subject.
It's probably not a good idea to cite actual situations in raising the subject. It tends to produce more tears, whining, and he said/she said than actual discussion and answers.
The answer should be YES if adding allies, NO if neutral and hostile.
I think 24 hours time time frame is for preparing, if one know who will attack, he can make a plan against certain ships/tactics and expect enemy's friends will join. But he can't prepare for the third-party. That third-party needs to make new declaration and wait 24 hours to start attacking.
According to @Antonio on this thread, two hostile parties couldn't be allies and if they meet when sieging the base, they must shoot each others.

"Should" is the operative word; this hasn't always been the case. RIP Kebok Survey Station.
I believe that, like many others have stated, the Siege should be restricted to a certain time window (i.e, 48 hours after the declaration is made), that the initial request is not allowed to be modified (adding groups), and the base cannot be sieged again after "X" days; perhaps a month or two: this puts the pressure on the aggressors to actually make it count the first time.
If two factions both want to see the base go, but are hostile to each other, they should not be able to assist each other, unless superseded by RP AND APPROVED by the server admins. This should be a case-by-case basis. For example, a Zoner PoB in Omicron Lost will make both the Core and the Nomads angry, but they shouldn't be able to support each other's sieges. Perhaps less clear-cut examples could be approved by Admins; for example, a rival shipping company and pirates want to take down a shipping PoB.
