Here speaks Mariko Mori, Chief of the LPI. During a surprise attack of Nomads on Texas we were trapped between a from their kin created anomaly and their strongest hulls, including the legendary Ish'tar. Said anomaly threw us out heavily damaged in the deep Omicron, namely Omicron Delta.
We are currently returning to Liberty and are forced to take the route back through Rheinland. We just wished to inform you, the Leavenworth, the Liberty Police's flagship is currently unable to take part in any combat, the quick repairs the Zoners were able to offer us are insufficient. We have a small escort with us and I believe some Navy ships will go back home through Rheinland too.

We hope that we can peacefully go through Rheinland for once, this here is an emergency in the end.

I apologize for the delay, however this was quite unusual request considering the circumstances you described, and the Rheinland government needed to consult safety and security issues with relevant experts.

You did not mention what ship class actually Leavenworth is, but we assume it is some capital ship since it serves as flagship. Anyway, decision was reached and you are given the permission for one transit of the ship Leavenworth through space of the Bundesrepublik Rheinland back into space of the Republic of Liberty. Only condition is to keep distance at least five kilometers from planet New Berlin and planet Hamburg when passing around.

We also recommend you to try to contact any available member of the primary units of any law enforcement authority to escort you through to prevent any problems. Of course, we will inform all law enforcement authorities and they will try to pass the information about your transit to all relevant units as soon as possible, however information may not be shared fast enough. In case of any trouble, we recommend to point the law enforcer towards this communication channel, and if it will not solve the situation, to follow the orders despite their invalidity to prevent any escalation.
