Greetings, salutations, formalities. My name is Amy Carmichael, I've recently been put in charge of our operations here in Liberty.
Look, I'll get to the point, I'm sure you're a busy man. Thing is, our holding cells are full to bursting with idiotic Xenos who keep trying to kill us while we're doing an honest day's scrapping. And I'm sure you have more than a few empty decks on the Huntsville and the Sugarland. So, here's the deal. In exchange for a nominal sum to be paid to the Congress on a regular basis, whenever we see one of your pilots we'll turn over a few Xenos if we happen to have them.
That way, you've got a regular supply of new workers, we've got a regular supply of funding for new salvage vehicles and the like, and there's less Xenos hanging around the debris fields pestering people who are, after all, just trying to make an honest buck. Everybody's happy.
Well, except the Xenos, but nobody cares about the Xenos.

Chief Myers is kicked back in his chair behind his desk, snoring like a rusty saw cutting through a thick log. Full of knots. And little squirrels. Suddenly, Fred Hamilton, his secretary, burst through the door.
"SAH! WE GOT AN URGENT MESSAGE, SAH!" he yelled. Matt fell from his chair, rolling over the ground and hitting the wall. Pulling himself to his feet, he practically roared at Fred that this had better be important.
Fred, understandably, was cowering. If the goons mistook Myers' blinking for winks, he was a goner!
"The Junkers sent a message about Xenos, sah..."
Grabbing the printout from the secretary, Myers read it over. He grunted. "Eh, tell 'em sure, why not. Ask for a concrete amount, eh?" Matt shoved the paper into Fred's chest and then shoved him out the door.
Glad to hear you're willing to listen to our proposal, Mr. Myers.
We propose a fee of ten thousand credits per Xeno Pilot handed over, to be paid to the Junkers who turned over the pilots. Not by the LPI pilot who received them, of course - we understand that would be difficult on a cop salary - but out of the general LPI coffers. Naturally, I'll make sure that the Junkers in question provide adequate proof of handing over the pilots before we submit these requests.
