What the heck, ToI has been practically acted as Blood Dragons since the beginning, how the heck does anyone interpret them as part of the "Kusari Exiles"?
Hey! we were Exiled first! We were doing it before it was cool XD
To clear things up we are more BD than Imperial Navy (which are the new exiles essentially), we do have relatively similar story arcs and almost the same enemies the major difference between our factions is our relationship with Samura. ToI want them all dead, IKN is pretty much totally funded by them, so that's a big hurdle I guess.
