Not really. Only active Nephs are those used by Nerva and ABH AFAIK. Other than that, I've seen no Nephs at 11. Strange, since there were dozens at 11 during Carthage.

They shouldn't be allowed to enter house space. They're Colony ships for one - If I were running Liberty and a Lolwut started a RP about Colonizing some rando unclaimed planet in Liberty house space, I'd be right pissed.
