Commissioners and High Command members of the Liberty Navy,

Just a few minutes ago I encountered[1] a civilian carrier within the Bering system. Upon asking what their intentions were in the system due to them unmooring from the Pirate Freeport, they decided to tell me off. As I explained the RO that a refusal to state their intentions is a crime, they openly stated the following, I quote:

[23.04.2018 21:29:28] New.Columbia: Radio: Then I choose crime.

This leads us to believe that the subject(s) may be affiliated with the local criminal elements, namely the Separatists and the Unioners. A carrier full of civilians who are possibly held as hostages or against their will is a possible threat to Liberty's security and therefore falls under our jurisdiction. Due to our position within the Liberty Security Force, we will let the higher offices of the concerned authorities decide how to deal with this case. In case you decide that the ship is to be terminated, the ONS will not hesitate to execute that order.

The Liberty Police would like to show their gratitude for your constant updates on the situation outside of house space, but I am forced to inform you that we cannot spare any officers to enforce our house laws in a remote and hostile sector such as the Bering System. Our list currently does not state this shipname to be of any importance or any recent encounters within the core systems of Liberty.

Furthermore, we cannot access the situation fully from a single quote and some poorly done banter from a presumably inebriated captain of a Bustard. If you think that the captain of this vessel is a threat to homeland security in more ways than slander and you want us to investigate, you will need to provide more material for that to take place, such as them aiding criminal groups or actively conflicting with our laws within our space. If any additional information regarding the encounter is classified, the help we are able to provide you ends here.

I have added the name of this ship to our database and his presence in Liberty (if such occurs), will be monitored and evaluated. Our officers will be notified to keep an eye out for them, but with the current information you have provided - little else can be done.

Your reply is acceptable. The ONS is usually more careful and mistrusting about these issues as a failure of our service would mean more cuts in our budgets, therefore, our directorate prefers to double the efforts. We will keep an eye on this ship and inform you as soon as something new arises.
