I noticed that Heavy Flashie has become a 6,67 refire gun now, and thats all fine and dandy but it will not be used since it has a lot lower dps than PG yet a greater power consumption. And since both are civilian tech and anyone can use them, people will use PG over HF anytime, making HF unusable.
Please adjust the HF power consumption.

The heavy flashpoint is intended to be a 750 m/s 6.67 laser, I do not know how it lost 50 m/s speed, but I've corrected it on git and that should make the gun make a bit more sense with its current DPS and efficiency.
A 750 speed 6.67? Now theres an idea i like very much and so will many others, i hope it comes to pass.
