K, I'm a noob to the forum but not to Freelancer, apologies for any SNAFUs.
First off, the mod runs fine. No crashes or whatnot.
Problem: you'd better be careful to offload your tractor beam from your first ship, because that's it, baby! I've been nearly EVERYWHERE in Sirius Sector (including some of the Nomad systems in Omicron) and I've not seen a damn one sold anywhere: no tractor beams of any sort. So if you buy a new ship and you don't transfer your tractor beam (and every dealer tries to steal it) you're **** out of luck in vacuuming up those juicy pilots and cargoes. I remember in previous versions of Discovery that there were "Heavy" tractor beams available at Planet Toledo or somewhere: what happened?
It would be nice if the bases and jump holes popped up on the map once discovered in some of the Omicron Systems. I know that in the story missions in those systems "Nav Map Not Available" is all you get, but still: I'd be a lot more confident navigating with my map if I could be sure I'd find my way back home again. About all I can do is break out the graph paper and hand-draw the maps, and this is Freelancer, not Bard's Tale.
Maybe it would be a good idea to make the cops, Bounty Hunters, etc NOT scan each other? Occasionally I see them detect their own pilots and begin fighting amongst themselves. If they just didn't scan friendlies (like Pirates don't) it would make it a good thing to maintain a positive reputation with the cops for a smuggler. As it stands, being popular with the cops gets you nothing.
First off, the most recent version of Discovery is v4.81 (though still in beta), which addresses a few of the bugs that were found in v4.80.
Now, as for you questions:
Tractor Beams: These have been replaced with ID's as of v4.80. What an ID does is essentially prove your allegiance to any given faction (they are available to buy from most NPC factions' main bases, as long as you're friendly enough with them) and also act as the tractor beam. You may also notice that each faction has it's own colour coded beam, to distinguish from each other. Also, there is a Neutral ID available on Manhattan should you not wish to side with anybody for whatever reason.
This is all covered in the forums somewhere, and I believe Igiss explains it in the Readme attached to the v4.80 mod.
Omicron Maps: I've always understood these areas to be un-chartable. It makes sense even outside of the singleplayer story, as they are still wildly alien systems, some even defying all known astronomic and physical explanation. The idea is players aren't meant to be able to comfortably navigate these systems.
As for the Bounty Hunters fighting police, I've not witnessed it myself so I can't comment, though it sounds a little odd I'll agree. Hope this all helps.
@Badger: Dude you've not seen BHG and poilce/military go head-to-head??!! Just sit outside Manhattan for 2 minutes, invariably some stupid BHG to order a Dreadnaught to drop its cargo. A Pirhana really doesn't last very long :lol:
Makes me wonder what the BHG finds which makes him order the cargo drop.... must be the Navy officer I guess.

Yeah watching the BHG scan police and stuff is funny, so is watching the police scan the hunters, and ofcourse the hunters retaliate with firepower.. lol.. to be expected a policeman trying to take the hunters mark from their hold.. damn crooked cops!
Yeah it's the naval officers they find...
as for being friendly with police military and Bounty Hunters, as it stands now when I get scanned I can have a cargo bay full of pilots and they wont ask for any (Rarely they do, however) but they *WILL* ask for bounty hunter pilots, which I gladly give up, as they will take them to their actual base.
lol it was funny. I once say a police officer polot scan a liberty dreadnought and its escort lol it was funny cause the poilce died b4 it could shoot once lmao
