Potential CD tracking fix

We made a change to hopefully resolve CD tracking issues that sometimes occur. It should be noted this change was made after we noticed occasional issues with POBs and givecash, which are being investigated separately. Please be on the lookout for any new bugs surrounding targetting of ships.

If you're talking about the untargettable novas in asteroid fields, I sincerely doubt it'll have any impact on that. This fix isn't about players targetting munitions, it's about munitions properly targetting players.

I do not think it’s working completely. Had to do the same old deselect then retarget to get my CDs to track last night.
