Comrades, I'd like to let you know that we are still working and prioritizing your base of operations over all others but it has taken some time. We've had some unfortunate encounters that have delayed us but your continual help such as in Nagano will keep us at peek time efficiency in our deliveries.But I come to you asking for some important help over a very classified manner that I trust only you , Nakai Shun, and your fellow clan leaders will protect.

Whether or not you are made aware, the Commissariat are up to revolutionary work in the Taus. There is a group with which they have made some progress with called the "Maltese Opposition Army". One of the Commissars came up and requested our assistance in the matter, as it seems their leader "Whisper" is in need of some ships. For circumstances and complications that I will not explain here, we cannot build them within Coalition space. Furthermore, Volgograd Industrial is tied up in operations in Omega-2 and with contracts such as yours. So I am wondering if there is someway you could help us all here.

I am wondering if you all have some kind of facility or shipyard to facilitate this request made by "Whisper" and passed on with urgency by the Commissar. They are in need of a ship to be built to help increase their firepower against their targets which I believe will advance the Commissariat's goals there. What little I know is; this group stands opposed to the council of Malta has little tolerance for cardamine use outside of maltese space and only by the outcast people; and seeks to build some kind of a "Maltese Peoples' Republic". I hope you see some common ground between your two groups based on from what I've said. If not, I ask you help us on this rare occasion.

I believe I may of explained myself terribly. This is not a matter I want you all alone to burden. In fact, I am wondering if this is something we could do together. I will take it upon myself to ensure Volgograd Industrial provides the means , and finance any costs that may be incurred, but given their location and their origins, I am hoping that maybe there is somewhere in Kusari that this group can get whatever it is they need built with our help. Consider this a joint project. But before we move forward, I will open a new transmission with the three of us, perhaps their leader can better explain what it was they need.
