Chapter Ten - Κεφάλαιο Δέκα
Crayterian Planetary Forces – Crayterian Πλανητικές Δυνάμεις



Article 49- Άρθρο 49



a) There is an established and continuously active Crayterian Planetary Forces as part of the Crayterian Armed Forces. It is comprised of Crayterian Ground Forces, Atmosphere Defence and Crayterian Police. Crayterian Ground Forces are composed of Armored Infantry Troops and Armoured Divisions.
b) All the personnel active within the Crayterian Planetary Forces must finish their training at the Crayterian War Academy and must score a 7.0 before they can be cleared to serve as a Soldier or NCO. The officers must score an 8.5 before they can be entrusted with a command within the Crayterian Planetary Forces of Crayterian Police.
c) The Crayterian Planetary Force can be bolstered by the recruiting under Article 35. In that situation, the new personnel will be checked and if any served within the Crayter Armed Forces would be put to active service, if not they would-be put-on reserve, having the training to get them on par with the active personnel.
d) The operations and actions of the Crayterian Fleet, once it had been approved by the Quorum of Ministers and Office of Presidency will become the responsibility of the Planetary Forces Joint Command or Crayterian Police Central Command.
e) Crayterian Planetary Forces expenditures are reviewed by the Planetary Forces Joint Command or Crayterian Police Central Command and sent for authorisation to the Office of Presidency and Quorum of Ministers. The expenditures include the Salaries for all the personnel within the Crayterian Planetary Forces, paid in Crayterian Credits; maintenance of Military Installations, Divisions, Military Gear and personnel training, paid in Crayterian Credits and creation of new Divisions and Military material, paid in Sirian Credits.




Article 50 – Άρθρο 50


a) Expenditures granted under these Articles of Colonisation for the design and procurement of war material must be coming out of the Crayterian Planetary Forces budget and finances must be wired to Crayterian Defence Industries.
b) Crayterian Planetary Forces can procure and maintain a large fleet of vehicle and equipment, especially the Power Suits which are attached to the Armoured Infantry Troops.
c) Atmospheric Defence can procure and maintain a fleet of small ships, such as Celestra-class Combat Freighter, in all its modifications, maintained by the Ares Logistics, the Evo 2b- Nyx class Very Heavy Fighter, Eros-class Light Fighter and Evo 12B- Pytho Bomber.


Article 51 – Άρθρο 51


The training of personnel and ship crew shall include all fields of science and technology present within the Crayterian Fleet and Crayterian Planetary Forces as well as Military Science and Training. It is the intent of these Articles of Colonisation that Crayterian Planetary Forces shall be used on missions of peacekeeping and defensive or offensive war on planetary or station level.


Article 52 – Άρθρο 52



a) The Crayterian Planetary Forces must act only on the Executive Orders given by the Office of Presidency and Quorum of Ministers and with the approval of the Planetary Forces Joint Command or Crayterian Police Central Command.
b) Crayterian Planetary Forces can order Auxiliary Units and Civilian to depart the area and have full authority over them. Failure to comply can result in Court Martial or taken to Justice Halls, where it is going to be judged accordingly.
c) Crayterian Planetary Forces cannot order Crayterian Intelligence Service agents and they must subordinate to the Agents and follow their commands. Failure to comply can result in Emergency Court Martial and it may result in the destitution* and immediate arrest of the Commander or the Pilot.

Economic and Social Rights - Οικονομικά και κοινωνικά δικαιώματα



Article 53- Άρθρο 53



a) Creating conditions of stability and well-being are necessary for the social systems on which the Colonial Republic of Crayter is based.
b) Each Citizen and Legal Resident living within the borders of Colonial Republic of Crayter are subject to the principles of equal rights, self-determination, high standards of living, employment*, social and health care, cultural recognition, educational (including higher education) without distinction of culture, sex, language or religion.
*Note: There are positions within the Colonial Republic of Crayter which cannot be occupied by the Legal Residents, but only by the Citizens.
c) Each Citizen and Legal Resident can join any Social Platforms that are currently running within the Colonial Republic of Crayter.


Article 54 – Άρθρο 54


All Citizens and Legal Residents must take joint and separate action to achieve the purposes set in Article 53.

Article 55 – Άρθρο 55


Various Corporations established within the Colonial Republic of Crayter are having wide responsibilities towards the economical, social, cultural, educational, health and well-being fields, supporting the Social Programs within the Republic and any project initiated by the Office of Presidency and Quorum of Ministers.


Article 56 – Άρθρο 56


The economic power of the Colonial Republic of Crayter is represented by the Crayterian Corporations and Institutions as follows:
a) Integral System Engineering – representing the main arm of trading and shipping within the Colonial Republic of Crayter and outside allies.
b) Conveyor Minerals Inc. – representing the mining corporation delegated to provide the ores necessary to the growth of the Colonial Republic of Crayter.
c) Yuma Ocean Farming Co-Operative - representing the main provider of fresh foods necessary to feed the Citizens and Legal Residents of the Colonial Republic of Crayter.
d) Ares Logistics – representing the military arm of suppliers to the Crayterian Armed Forces.
e) Yuma Robotics Inc - representing the main provider of robotics and droid production and maintenance within the Colonial Republic of Crayter.
f) Felix Manufacturing – representing the main provider of manufactured goods within the Colonial Republic of Crayter
g) Intersun Luxury Liners – representing the main provider of civilian transportation within the Colonial Republic of Crayter and outside areas.
h) Hephaestus Construction ltd – representing the main provider of construction materials and constructing power within the Colonial Republic of Crayter.
i) Crayter Defence Industries – representing the main production of military materials and ships within the Colonial Republic of Crayter.
j) 53rd Athena Squadron – representing the main research wing of Yuma University and Aithene Research Academy within the Colonial Republic of Crayter.


Article 57 – Άρθρο 57


Yuma University and Aithene Research Academy may make or initiate studies and reports with respects to economic, social, cultural, educational, health and other related matters and may make recommendations with respect to any such matters to Quorum of Ministers and their respective Ministry.
Yuma University and Aithene Research Academy may make recommendations for the purpose of promoting the well-being of the Colonial Republic of Crayter as a whole, according to the Articles of Colonisations.



Article 58 – Άρθρο 58


The Crayterian Corporations and their referred Agencies it will coordinate the activities of supply and demand within the Colonial Republic of Crayter. They will prioritise any Governmental Projects before any corporatist projects.


Article 59 – Άρθρο 59


The Crayterian Corporations may provide information to the Quorum of Ministers and Office of Presidency and shall assist with the demands from them.
The Crayterian Corporations may make suitable arrangements for consultation with non-governmental and foreign organizations which are concerned with matters within its competence.

Legal status of persons living within the Republic - Νομικό καθεστώς ατόμων που διαμένουν στη Δημοκρατία



Article 60- Άρθρο 60



The Colonial Republic of Crayter is currently presenting four classes of citizens.
a) Citizen – Citizens are the persons who completed military service. Every Citizen is having the right to vote within the Public Voting Sessions and they are considered the backbone of the Colonial Republic of Crayter. The Citizens can occupy any position within the Republic and they have access to full social and health programs, is also called to arms under Article 34.
b) Legal Residents - are the persons who didn’t complete their military service. Legal Residents are not having the right to vote within the Public Voting Sessions and they are also considered the backbone of the Colonial Republic of Crayter. The Legal Residents cannot occupy all the positions within the Republic, such as they cannot be in any leadership position or council. The Legal Residents can be organised as Auxiliary Units in case of Emergencies and they can be called to arms under Article 34. Legal Residents can have full access to Social and Health Programs.
c) Special Status – is the category of people who are residents of the Colonial Republic of Crayter for a limited period of time. They are not falling under Article 34, or be able to vote. The Special Status persons can have access to Social and Health Programs but they might be under the restriction of movement within the Colonial Republic of Crayter. Special Status can be authorised by the Ministry of Transit and the Quorum of Ministers.
d) Illegal Residents – are the people who are not falling under any category and they are waiting to be processed by the Ministry of Transit or the Quorum of Ministers. They have access to basic life maintenance and basic human rights.

Crayter Halls of Justice- Crayter Legal System

Article 61- Άρθρο 61



The Crayterian Halls of Justice shall be the principal judicial instrument of the Colonial Republic of Crayter. It shall function in accordance with the appended statute, which is based upon the statute of the Tribunals of Libra and forms an integral part of these Articles of Colonisation.

Article 62- Άρθρο 62


All Citizens and Residents within the Colonial Republic of Crayter borders are subject to the Crayterian Legal System.

Article 63- Άρθρο 63


These Articles of Colonisation gives all the residents within the Colonial Republic of Crayter borders the right to appeal to the Crayterian Legal System to sort out their problems, major or not. These Articles of Colonisation, through the present Article, is providing a fair and objective hearing and judgement to everyone.

Article 64- Άρθρο 64


The Office of Presidency or the Quorum of Ministers may request the Crayterian Halls of Justice to give an advisory opinion on any legal question and also corporations and other Agencies may request advisory opinions of the Crayterian Legal System on legal questions arising within the scope of their activities.

Article 65- Άρθρο 65


The following goods are considered contraband:
a) Counterfeit Software, Black Market Munitions, Synthetic Marijuana, Nox, Human Organs, Cardamine, Liquid Cardamine, Stabiline, Slaves, Colonial technology, Hostile technology. Alien technology.
b) Licenses for those commodities may be issued by Crayterian authorities for research purposes.
c) Possession of contraband goods, for commercial purpose/personal use, Crayterian or not, while passing through Crayterian Territory is strictly forbidden, unless special licence had been issued.
d) Crayterian Fleet or Crayterian Police will never impose taxing to provide a safe passage to possessors of contraband goods.
e) The Law Enforcement Agencies, either being Fleet, CIS or Police units must seize/drop the cargo/goods and take them to Halls of Justice as Evidence or destroy them on the spot. A person carrying this will be arrested and taken to Halls of Justice where it will be re-educated within the Shadow Bases of CIS or can be summarily executed if it resists arrest.

Article 66- Άρθρο 66


Piracy is described as;
(A); The disruption of a trade lane ring with intent to conduct acts of piracy. Intent is shown by the accused party being present in the close vicinity of a trade lane ring when the disrupted party drops out of the lane.
(B); Attempts at extortion, successful or not, for sums of money, equipment, cargo or personnel in exchange for their immediate or future safety.
Members of the Crayterian Uniformed Services, along with individuals or groups entrusted by Crayterian authorities, are permitted to seize credits and cargo as defined by these laws or the agreement with said third parties.
Members of the Crayterian Uniformed Services must arrest the person and bring it to the Halls of Justice where he can be sentenced to re-education within the Shadow Bases or if the number of crimes is found to be too high, he can be sentenced to summary execution.


Article 67- Άρθρο 67



Assault and aggression
a) The assault of any member of the Crayterian Uniformed Services for any reason is forbidden and is punishable to arrest and re-education within the Shadow Bases or subject to summary execution if he refuses to stand down and submit to arrest.
b) The assault of any civilian within Crayterian Territory for any reason is forbidden, unless ordered by an officer of the Crayterian Uniformed Services and is punishable with arrest and re-education within the Shadow Bases or subject to summary execution if he refuses to stand down and submit to arrest.
c) Assault by a Crayterian civilian or citizen against other parties without legal justification is forbidden and is punishable with arrest and re-education within the Shadow Bases or subject to summary execution if he refuses to stand down and submit to arrest.

Article 68- Άρθρο 68


Obstructing of justice
Any individual preventing, evading or delaying the Crayterian Forces of punishment on to an individual found to be breaking the law will be subject to any immediate arrest and face the Halls of Justice and may be sentenced to community work to the re-education within the Shadow Bases.


Article 69- Άρθρο 69


Slavery, kidnapping and hostage-taking
All slaves or lawful pilots will be released at the will of Crayterian Armed Forces and offered to join the Colonial Republic of Crayter as Legal Residents.


Article 70- Άρθρο 70


Murder
Murder of a Crayterian citizen is punishable by life in prison or death.

Article 71- Άρθρο 71


a) Terrorism is the deliberate use of violence aimed against civilians in order to achieve political, religious or ideological ends and can be punishable with re-education within the Shadow Bases.
b) Hacking into secured Crayterian transmissions and channels is considered a terrorist act and can be punishable with re-education within the Shadow Bases.

Article 72- Άρθρο 72


Bribing
Crayterian Authorities are not allowed to accept any kinds of bribes to foster an illegal action.
Attempts of bribing Crayterian Authorities and their representative is a crime and is punishable with immediate arrest and community work. If the crime is serious, the Halls of Justice may sentence the person to re-education within the Shadow Bases.


Article 73- Άρθρο 73


Bounty Hunting without permission/registration
Crayterian Authorities are not allowing anyone who is not registered on the Crayterian Republic Bounty Board to operate within Crayterian space unless hired by a Crayterian to do or registered to Crayter Republic Bounty Board.
Attempts to bounty hunt without clearance is a criminal offence and can be subject to arrest or summary execution if the crime is against done against a Crayterian or refuses to register.

Article 74- Άρθρο 74



States and groups
a) The following states are recognized by the Colonial Republic of Crayter as independent and legal entities: the Kingdom of Bretonia, Council of Gallia, Republic of Liberty, Republic of Rheinland, Sirius Coalition Revolutionary Army and Gas Miners Guild.
b) The Colonial Republic of Crayter is allied to the Kingdom of Bretonia, Republic of Liberty, Republique of Gallia, Independent Miners Guild, Temporary Autonomous Zoners
c) The Colonial Republic of Crayter is neutral with any other entities as long as they are not engaging Crayterian units, Civilian or Military alike,
d) The Colonial Republic of Crayter is at war with the illegal and abusive regime, the Kingdom of Gallia and their successor, the Enclave.
The Colonial Republic of Crayter is also unfriendly to the state of war with any entity that is repeating attacking and damaging Crayterian interests.


Article 75- Άρθρο 75


Permission of construction
a) A foreign spatial installation (or facility) is defined as a space station of any size and form which is owned by anyone else other than the Colonial Republic of Crayter.
b) The construction of a foreign spatial installation is prohibited within Crayter sovereign space unless prior permission and licensing are acquired prior to its establishment.
c) In order for an individual or group to legally obtain permission and a license to construct a station, they must issue a formal request to the Colonial Republic of Crayter government. This request will be reviewed and the said license will only be granted if the installation will not violate any Crayterian Laws.


Article 76- Άρθρο 76


Fees, fines and sanctions
a) The acquiring of a construction license comes with a 30.000.000 Sirius Credits fee to be paid (Pay To: =CR=Treasury), and docking rights granted to all Crayterian vessels after permission for the establishment is granted. If the fee is not paid, the license will be revoked.
b) After paying for the construction license there is a further payment to be made which was a monthly payment but is not a permanent price of 180,000,000 Sirius Credits. Failure to pay these fees will result in the license being revoked.
c) Failure to notify the Republic government with regard to the establishment of a foreign installation, as well as not forwarding a request for a license, prior to the construction of such a station is viewed as a crime and is punishable by fines or the destruction of the facility, depending on the circumstances. The same sanctions apply in the event of license revoking.
d) The station owners once paid for construction licenses and were authorized to construct the installation, then is eligible to make whichever internal station modifications they see fit, including the construction of shield relays, storage depots, and factories. But the station owners –must- seek permission from the Crayter Republic Government before the construction of weapon platforms, due to the highly dangerous nature of the structures. Once the request has been reviewed and granted, the owner of the installation may only place up to four weapon platforms unless given special permission for more.


Article 77- Άρθρο 77


Permission of access
a) A foreign capital ship is defined as a colony ship, battleship, dreadnought, carrier (Civilian Carrier), battlecruiser, cruiser, destroyer and siege cruisers which are in possession by anyone other than the Crayterian Fleet.
b) The foreign capital ship is prohibited within the Crayter Sovereign space unless prior permission and/or licensing is acquired to its entry.
c) In order for an individual or group to legally obtain permission and a license to enter Crayterian Sovereign Space, they must issue a formal request to the Crayterian Government or Military Personnel. This request will be reviewed and the said license will only be granted if the is necessary reasons upon entry.
d) Temporary access may be granted by a high ranking member of the Crayterian Primary Fleet or Government personal if present.
e) If the license has been revoked, we demand all unlicensed vessels to leave Crayterian space within a 24-hour time frame. Refusal to comply with lead to having sanctions apply.

Article 77a- Άρθρο 77a


Fees, Fines and sanctions
a) The acquiring of a permit comes with a 20,000,000 Sirius Credits fee to be paid, If the fee is not paid, the license will be revoked.
b) Failure to notify the Republic government with regard to the permit of a foreign capital ship, as well as not forwarding a request for license, prior to the entry of such a capital ship is viewed as a crime and is punishable by fines or the destruction of the ship in question, depending on the circumstances. The same sanctions apply in the event of license revoking.


Article 78- Άρθρο 78


Crayterian military hardware consists of the following ships and weapons:
a) Ships: "Eros" Crayterian Light Fighter, "Nyx" Crayterian Very Heavy Fighter, "Pytho" Crayterian Bomber, "Hydra" Crayterian Gunboat, "Thanatos" Crayterian Cruiser, "Zephyr" Crayterian Carrier, “Deimos” Crayterian Dreadnaught.
b) Weapons: Crayter TEW-C Gun, Crayter TEW-BT Turret, Crayter TEW-B Gun, Crayter TEW-AT Turret, Crayter TEW-A Gun, Crayter LKEW-10 Gunboat Turret, Crayter MKEW-32 Cruiser Turret, Crayter HKEW-51 Battleship Secondary Turret, Crayter HKEW-73 Battleship Primary Turret, TEW-OP Crayter Antimatter Cannon
c) Equipment: Crayter Engines


Article 79- Άρθρο 79


a) Crayterian technology can be acquired only after meeting specific conditions set by the Crayterian Authorities.
b) Possession of Crayterian equipment without the necessary licenses is forbidden.
c) The use of Crayterian technology against Crayterian civilians and citizens is forbidden.
d) Use of Crayterian Equipment against allies of the Crayterian Republic is forbidden.
e) Use of Crayterian Equipment against states that hold diplomatic relations with the Crayterian Republic is forbidden.
f) Usage of forbidden Crayterian technology can lead to immediate destruction of said piece of equipment.



Article 80- Άρθρο 80


a) Any technology produced by states or groups that are hostile towards the Crayter Republic is considered Hostile Technology.
b) Possession and trade of ships or weapons manufactured by a hostile party is forbidden.
c) Usage of Hostile Technology can lead to immediate destruction of said piece of equipment.

Article 81- Άρθρο 81



Amendments to these Articles of Colonisation shall come into once they have been adopted by a two thirds (2/3) vote of the members of the Quorum of Ministers and Office of Presidency and ratified in an Official Charter as soon as possible.



Article 82- Άρθρο 82


A general conference with the Quorum of Ministers and Office of Presidency for the purpose of reviewing these Articles of Colonisation may be held every 3 years. Any alterations must respect Article 81.


Article 83- Άρθρο 83


These Articles of Colonisation shall be ratified by both the Quorum of Ministers and the President itself.


Article 84- Άρθρο 84


These Articles of Colonisation, of which the various language texts are equally authentic, upon the coming into full force within the Colonial Republic of Crayter.
