This field manual is to be read by all Kusari State Police Officers and High Command operatives so they can be able to carry out their duties to the best of their ability and to the letter of the Kusari law.
Smugglers and Pirates are not allowed under any circumstances in Kusari Space and we will deal with these individuals as professional police operatives and to Kusari Law.
Below is a conscript of rules and regulations that need to be actioned by all officers
Also please sign the acceptance form below to inform our High Commissioner you have fully understood these implementations.
Anyone insulting a high command or regular officer will be fined 3 million sirius credits
Ships suspected of previous smuggling or have been guilty of evading capture will be escorted away from kusari space.
If this vessel fails to comply then they will be added to our database of known highlighted targets for smuggling or piracy
Anyone caught red handed for smuggling can be dealt with in following ways
First Offence
Drop cargo and fine depending on cargo along with evidence supplied.
The officer will fine the vessel depending on cargo size and will sieze the cargo aswell and if needed will be supported by one of our Armored transports to successfully confiscate the cargo.
Second Offence
The individual will be given same as above and be noted on the criminal database so next smuggling encounter will mean arrest by officer again with evidence supplied of encounter.
Third Offence
For the third offence this individual will be reported to the kusari Naval Forces and the kusari Government for continuous smuggling and all evidence of previous encounters will be supplied and documented and will be dealt with however the government sees fit.
Pirates will be dealt with as follows
Any pirate caught in the act of piracy will be immediately told of the officers intentions to engage the target and will call for backup if needed.
The officer involved will inform high command of the pirates identification and will get confirmation from them to engage the target.
Once engagement has been sent a report must be filled in about the outcome of the encounter,even if it was unsuccesful.
If you suspect a pirate and they are not actively engaging in piracy they will be told to leave kusari space controlled by our forces immediately.
If the individual refuses to leave then engagement of the target will be granted as long as High Command gives the order.
High Command may insist on there being a backup ship with you before you engage.
If this is the case you must NOT engage the target unless the target engages you and please inform High Command at all times of the whereabouts of the target for swift response from other Officers.
