I feel the neural net is the most OORP thing that is kept in RP, I mean unlawful groups letting lawful corporations control their money, please. If you want to go with the neural net idea I think a company that ran said net would have to remain 100% neutral. To do that they probably wouldnt want to broadcast the ID of every unlawful to every lawful, wouldnt exactly make them popular.

In terms of broadcasting some idea I think that is what IFF is for, it's even better at it because you can see it 9.9 K away instead of 4.

Meh! The neural net in game is just like the regular internet in that it is used by everyone lawful & unlawful alike...it's just a simple matter of how a person chooses to put it to use.

::scoff:: oorp indeed, so may I say again: meh!

I think it depends a lot on the particular ID. All IDs broadcast some sort of identification, but that isn't always 'pirate' or 'mercenary'. While a BAF ID broadcasts the correct codes for a member of the Bretonian Armed Forces, a Smuggler ID doesn't broadcast 'I'm a smuggler', it would broadcast the codes of a free trader, just like the Indie Trader ID. They have the proper licenses to trade cargo (though they may be forged, especially in the case of a Smuggler, that's not the issue and just a RP thing for the owner). A mercenary may or may not have license, but his ID is linked to previous mercenary work in the neural net database, which lets people know what he is. Same with pirates, their ID is electronically linked to unlawfulness in whatever form, or at least flagged as potentially unlawful. As with the BAF ID, faction IDs broadcast codes unique to their faction with are easily identifiable.

The tag/IFF and ID work together to flesh out the particular broadcasted transmission. A Liberty Navy-tagged Merc-ID'd ship broadcasts the fact that it has been connected to previous mercenary work, with strong ties to the LN. The same ship with a Rogue tag is strongly suspected of having done previous work for the Liberty Rogues, though no direct connection is proven.

A Smuggler ID is hidden now, I believe, so that it appears like an Indie Trader, but if someone notices the fact that it's actually a Smuggler ID, then they might have found some small problem in the codes or rumors of possible smuggling in the past. Nothing they can do about it, except be suspicious. Same with the Slaver ID, rumors of activity in the Sirius slave market, but nothing can be proven at this time.

Think of the tag/ID combo like electronic records and how they might fit together.

Yeah, I would have to say it does not act like the regular internet. The regular internet does not tell you who someone else is, all it tells you is their IP address, and the only thing that will tell you is what company is providing the internet service and it's location. You can even get around that if you want with a proxy server. And about 'how people choose to use it', that part i actually agree with. Going back to my previous example if a corsair wants to gets his hands on a merc ID a merc would probably steal it for him for the right price. In fact anyone could probably get any ID for the right amount of money (a hacked ID). The only thing that keeps this from happening is it is against server rules. So actually Marburg, you are right, it should be just like the regular internet. Just like how on the regular internet you can pose as anyone you want to be you should be able to be anyone you want to be in terms of ID as well, the only problem is that it serves a meta-gaming purpose that is necessary. Due to this I feel it should either be ignored or hacked ID's, like those of the smugglers, should be available to every faction.
