As you can see, I have been elected as the new Prime Minister of Bretonia. Sadly, I have not been able to prevent the great outcry for abandoning Exeter in favour of Carlisle. This is a parliamentary government and although I can choose my cabinet, I cannot order them around as I like, and even if I could, all motions have to pass through the Parliament before coming into effect.

So, it has been decided. We are going to abandon Exeter. Only temporarily, until we grow our muscles back, but we have to. We will take all we can with us, the rest we will destroy. There will be no treaties, nothing. De iure, the ones we already have will still be valid, hence the legitimity for our return. But de facto, the system will become utterly lawless and savage. I do not think that your state will be able to survive without BAF fleets and soldiers.

I am offering to move your state together with everything else. You and your compatriots will have the honour of being the first colonists to arrive on Planet Carlisle. There you can recreate your state with full internal autonomy and almost complete independence. What do you say?

This is quite the blow against my ego and against my ability to present a front against the Communists, nonetheless it is something I have been expecting in the cards for some time, and pride swallowing is an art I have at least somewhat perfected. A bit of an inevitability, really, the situation was unstable to begin with, and we never did get the Battle Group we needed to replace Stirling. I would at least hope we can use some soft power along with such a brash exit to ensure we at least get the kind of lawlessness that favors us a little more than the squatters that will be flooding in once the garrison finishes its torch-and-burn. As for Carlisle... well, it looks nice from orbit, is in a relatively secure position and from what I hear, the gut-wrecking microbes were finally beat. Sort of like Jiangxi, minus the nuclear fallout from bombardment. My people are the kind of people who would maybe consider such a place to survive in, as long as they have a big enough gun for the wildlife.

We would also like to know about your progress on the question of the hypothesised Confederate-Enclave cooperation. I myself am of the opinion that Liberty's readiness to intervene in Rheinland militarily should be explored too, if it is simple and affordable enough.

The Rheinland affairs are very important for the government and I do not like your vague description of SIS involvement there. The SIS is funded by the government and at least the War Cabinet, as notifying the entire Parliament could cause leaks, must be informed in detail about all operations of the SIS, lest the funding may be cut. I can get hold of the information I need myself via the Steiner archives, but I had rather allow the SIS the opportunity to demonstrate that they can do their job.

The timing of the Rheinland putsch puts the SIS at suspicion, because it happened while Rheinland was almost in the state of war with us. Hacker's government was very prompt to recognise the legitimacy of the Rheinland Empire, and that does little to prevent suspicion, and Victor Steiner was very secretive about it when I asked him.

This government needs to know whether the SIS was involved in the imperial putsch against the Bundesrepublik because this government needs to make a new Omega Treaty with the new Rheinland government. If they are in power thanks to us, then we will be able to ask for better conditions. This government also needs to know how much SIS operations in Rheinland are straining the exchequer, so that cuts can be made in order for better funding to "sniff out the froggy secrets" and deal with the "quasi-frontline situation" better. If cuts can be made at all, that is, and I am afraid that will be difficult if the Rheinland Empire is kept together by the SIS, because if it is not kept together, it will descend into chaos and our trade with Rheinland will plummet.

Yes, the Service, and the Steiners for that matter, had a finger in the preparation, putsch and post-putsch suppression efforts to varying degrees, and at least as far back as a couple years ago the Secret Service (detached BIS operations notwithstanding) had been preparing Intelligence Assets within Rheinland. From there, the operational parameters are pretty specifically pointed towards achieving a Rheinland Monarchy... which of course, succeeded thanks to the droves of patriotic RM personnel, nobles who kept their political stake throughout the life of the Federal Republic, opportunists. The most recent general-level orders relating to the region involve using and supporting the Junkers in a bid to provide the imperial faction with military supplies. I'm sure those Steiner Archives can corroborate this series of events, and I will be getting in touch with aforementioned embedded staff to get the current read on stability and the drain on our own coffers, before I throw any potentially dated figures your way. Thank you, though this did not surprise me.

I will consult with the chancellor of the exchequer and the foreign secretary when I have been provided with the bills of these operations. You should know that Bretonia's interests in Rheinland are only three: firstly, that Rheinland is too weak to interfere in the Omegas yet strong enough to patrol the trade routes, and secondly, that Rheinland is friendly so that we can trade at favourable terms. In essence, a united and friendly Rheinland is what we should favour, but it would suit us that their economic crisis persists, so that we can, thirdly, obtain products of labour cheaper than our own, now that Leeds can no longer be relied on.

I advise the Service to start outlining a contingency plan to support the other side should supporting the Empire prove too costly. I myself doubt that will happen, as the Empire seems stable enough to me, at least from the outside, but one cannot claim it is not useful to be prepared for the other scenario as well. Should the Bundesrepublik start winning somehow, we should be ready to regain their friendship, and that at our own terms, not theirs.
