In keeping with the norms and traditions of civilized warfare, if there is indeed such a thing, I am issuing this warning to all cargo transport ships in the Reformed Empire of Kusari. Under the terms of the Marque and Reprisal Act of 826, the Octavarian Government has begun issuing Letters of Marque to Privateer crews with the intent of disrupting the Kusari Naval Force's overextended supply lines.

As the Octavarian government has no quarrel with the Kusari civilian population, we ask that Kusari civilian ships comply with any and all orders and demands issued by members of the Fourth Octavarium Fleet, or by privateers engaged in lawful operations under a valid Letter of Marque. I pledge, on my honor as a Taskmaster and Overall Commander of the Fourth Octavarium Fleet, that no ship complying with our demands will be harmed. Resistance will, of course, be met with force as required by the state of war we find ourselves in, but we urge you not to throw your lives away needlessly to protect mere cargo or credits.

It is our hope that this war will end soon, when the Kusari Government returns to its senses and withdraws the Kusari Naval Forces from their unprovoked imperialist crusade in the Tau region. Until that time, however, we will continue to do what must be done.
