A scan of the ship tells me this was a freelancer who had some engine troubles, was left here to die... damn... This is an example of what I don't want happening to me.
Scanning equipment yields nothing. Docking requests get denied, and I get no response... abandoned? I don't think so. Experimental facility? Perhaps... though not confirmed...
