Poetry's not your strong suit, so let's stick with the basics instead.

And by that I mean ideologically motivated mass murder to weaken both Liberty and our regional rivals, until an opportunity for the LFR to really solidify presents itself. What I need you to do isn't specific, I need you to thoroughly inspect Liberty and find us avenues of opportunity to act on. More specifically, look for absolutely any signs of weakness of vacuums of power we can exploit for the benefit of the mission.

Your report can be as elaborate as you want it to be, because ultimately this is a long term assignment and I do expect your findings to be properly documented. I don't really care for what the end proposal turns out to be, as long as you've made sure it's strategically sound for us to actually act on.
