Recently, Leon and a handful of our other pilots have left to do some virtual simulation training. While our team is doing that, we will be unavailable for hyperspacial jobs. In the meantime, my research teams and I on board Starflier Base have a list of things to get through and iron out. One such concern is our operations within the Omicrons. Leon put on this list "Operational license in Omicrons." I understand that area of space is considered a No Man's Land of sorts. I'm sending you this communication in hopes that your laws may allow us to perform our contract work within the systems inside that sector of space.
The first contract job you sent us to do, you made it very clear that Omicron Alpha is off limits to our vessel. I'd like to announce that we have never stepped inside that system since that condition was agreed on. When it comes to the rest of the Omicrons, since I see your vessels flying pretty much all over those sectors, could the NX-01 get special consideration to freely operate in the Omicrons? Don't mistake this request as a way to get inside your home system. I'm well aware that this condition you have set is permanent. We don't want to cross any other lines, hence why this transmission has been sent out. I'll await your reply.
We appreciate that you have contacted us beforehand. My name is Julia López, Observer of Malta Hyperspace Starfleet, and I will answer your questions in this matter. As you have been informed by our Alpha Explorer, Omicron Alpha is restricted for those who want to make surveying and mapping work and we will not tolerate ships equipped with specific devices for those jobs.
Now, regarding our stance with the rest of the Omicrons, if you want to explore and traverse through these systems, we have no objections to do so, except for Omicron Beta. This one has been on our interests for quite some time by now, but in previous events we have suffered harassments from trespassers, mostly consisted of Gas Miner Guild vessels in an unexplainable attempt to impose their own operations. For now, the situation seems under control but, as you could understand, any additional foreign movement in the area could be most suspicious.
The laws of our people are subject to each Don and their commands, so each Maltese organization, group or Cartel has their own liberties to apply their regulations as they wish, if those do not collide between the Outcasts. The political structure of the Maltese is always on flux, improving itself so all our society can function as one. With that in mind, Malta Hyperspace Starfleet has a more open-minded stance regarding freelancer vessels. In previous events, independent mercenaries and traders have proved valuable for our organization and we consistently authorized them to go near our areas with previous validated consent.
Starfliers have shown discipline and deference towards our kin and we can corroborate that you have not breached our zones carelessly. As with all freelancer vessels and independent respectable entities, we will have no problems to allow you to ingress to the deeper Omicrons with proper escort, to secure our own assets; but, to be completely emphatic on this topic, under no circumstances we will grant access to ships for surveying, mapping or rift data acquisition purposes on Omicron Alpha or Omicron Beta.

I have compiled the property of Starfliers into a view-only signal that you may read at any time. Leon likes being transparent with what kind of ships we fly, so it was my job to transform his request into a neural net page. The Omicron Alpha System is a good distance away from the Starfliers' installation in the Kepler System. Combined with the Dark Matter Storm, the signal could scramble when you try to link to it. In any case, if you do view it and see it in working order, then that means our communications equipment is stalwart enough for this storm.
