Hola.
Avoiding the intricate backstory, I need to know the significance of the similarities between the 2 IP codes;

(letters replacing numbers for privacy's sake)
(Letter A represents a digit that is the same for both. )

AAA AAA AAA AYZ
AAA AAA AAA AWX

My question;
Could the similarities between these IPs be just co-incidence?
Is the similarity reasonable grounds to suggest these are the same individual?

Firstly. I don't get it.

Secondly, your IP isn't really all that personal at all, it would be easyer if you just changed it.

Mine is 202.154.156.202 if it makes you feel any better :)

Neither of the accounts is mine.
I am trying to find out if a recently registered user is the same person as someone who was banned. Does that make sense?

Better PM an Admin about this and let them worry about it.

No need to go vigilante by yourself.

but if only the last set of numbers vary they might be the same person. At least they are on the same net behind the same ISP.

It's possible they are the same person but not easy to tell for sure. Most ISP's use dynamic IP's so someone's IP could change at any time to any other IP owned by that ISP. The only way to tell for sure is to get the MAC address of the hardware connected to that IP and see if it matches the previous one. I do not know if this is possible remotely.

Additionally if the IP is that close it means they are either the same person or they live close to each other and have the same ISP.
